SENATE CONCURRENT RESOLUTI ON NO. 146
BY SENATOR APPEL 
COMMITTEE STUDIES. Requests the Senate Committee on Commerce, Consumer
Protection, and International Affairs and the House Committee on Commerce to study the
regulation of debt settlement services.
A CONCURRENT RESOLUTI ON1
To urge and request the Senate Committee on Commerce, Consumer Protection, and2
International Affairs and the House Committee on Commerce to meet and function3
as a joint committee to study the regulation of debt settlement services in the state4
of Louisiana.5
WHEREAS, there are tens of thousands of Louisiana residents who struggle to6
satisfy the debts they owe; and7
WHEREAS, there are companies and individuals providing important and necessary8
services to assist those who have unmanageable debts; and 9
WHEREAS, these companies that assist financially challenged debtors in negotiating10
their debts with creditors are called debt settlement companies; and11
WHEREAS, debt settlement services are provided to debtors at a critical point in12
their life, and it is important that these services be provided in an honest, ethical, and13
efficient manner; and14
WHEREAS, debt settlement services are not presently regulated by the state of15
Louisiana and it is prudent that a study of the regulation of debt settlement services be16
conducted to protect those citizens who utilize such services.17
THEREFORE, the Legislature of Louisiana requests that the Senate Committee on18 SCR NO. 146

Commerce study the regulation of debt settlement services.2
