SENATE CONCURRENT RESOLUTI ON NO. 3
BY SENATOR ERDEY 
MOTOR VEHICLES. Urges and requests DPSC, OMV and LSP to apply and enforce law
relative to headlights on motor vehicles emitting a white light only.
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Public Safety and Corrections, public safety services,2
the office of motor vehicles, and the Louisiana state police, to apply and enforce R.S.3
32:303(D) which provides that headlamps on motor vehicles shall emit a white light4
only, including light emitted by white high intensity discharge forward lighting, and5
prohibits a motor vehicle from being equipped with headlamps that are off-road6
colored lights. 7
WHEREAS, R. S. 32:303(D) provides that headlamps on motor vehicles shall emit8
a white light only, including light emitted by white high intensity discharge forward lighting;9
and10
WHEREAS, R.S. 32:303(D) further provides that no motor vehicle shall be equipped11
with headlamps that are off-road colored lights; and12
WHEREAS, Louisiana motorists frequently encounter motor vehicles operating on13
its roadways equipped with headlamps which emit bright blue high intensity light discharge14
forward lighting; that such bright blue light discharge impacts and interferes with the vision15
of other motorists and endangers the public safety and health of motorists operating upon16
Louisiana's roadways.17
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby18 SCR NO. 3

urge and request the Department of Public Safety and Corrections, public safety services,1
the office of motor vehicles, and the Louisiana state police, to apply and enforce R.S.2
32:303(D) which provides that headlamps on motor vehicles shall emit a white light only,3
including light emitted by white high intensity discharge forward lighting, and prohibits a4
motor vehicle from being equipped with headlamps that are off-road colored lights.5
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the6
deputy secretary of the Department of Public Safety and Corrections, public safety services,7
the commissioner of the office of motor vehicles, and the superintendent of the Louisiana8
state police.9
