SENATE CONCURRENT RESOLUTI ON NO. 3

A CONCURRENT RESOLUTI ON
To urge and request the Department of Public Safety and Corrections, public safety services,
the office of motor vehicles, and the Louisiana state police, to apply and enforce R.S.
32:303(D) which provides that headlamps on motor vehicles shall emit a white light
only, including light emitted by white high intensity discharge forward lighting, and
prohibits a motor vehicle from being equipped with headlamps that are off-road
colored lights.
WHEREAS, R. S. 32:303(D) provides that headlamps on motor vehicles shall emit
a white light only, including light emitted by white high intensity discharge forward lighting;
and
WHEREAS, R.S. 32:303(D) further provides that no motor vehicle shall be equipped
with headlamps that are off-road colored lights; and
WHEREAS, Louisiana motorists frequently encounter motor vehicles operating on
its roadways equipped with headlamps which emit bright blue high intensity light discharge
forward lighting; that such bright blue light discharge impacts and interferes with the vision
of other motorists and endangers the public safety and health of motorists operating upon
Louisiana's roadways.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Public Safety and Corrections, public safety services,
the office of motor vehicles, and the Louisiana state police, to apply and enforce R.S.
32:303(D) which provides that headlamps on motor vehicles shall emit a white light only,
including light emitted by white high intensity discharge forward lighting, and prohibits a
motor vehicle from being equipped with headlamps that are off-road colored lights. SCR NO. 3	ENROLLED

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
deputy secretary of the Department of Public Safety and Corrections, public safety services,
the commissioner of the office of motor vehicles, and the superintendent of the Louisiana
state police.
