SENATE CONCURRENT RESOLUTI ON NO. 46

COASTAL PROTECT/RES AUTH. Approves the comprehensive master plan for
integrated coastal protection.
A CONCURRENT RESOLUTI ON1
To approve the comprehensive master plan for integrated coastal protection projects, as2
adopted by the Coastal Protection and Restoration Authority.3
WHEREAS, R.S. 49:214.5.1 et seq., provides for the creation, duties, and4
responsibilities of the Coastal Protection and Restoration Authority (authority); and5
WHEREAS, the powers and duties of the authority include the development of a6
state comprehensive master plan for integrated coastal protection, which should address7
integrated coastal protection efforts from both short-term and long-range perspectives, and8
incorporate the structural, management, and institutional components of both efforts; and9
WHEREAS, the comprehensive master plan for integrated coastal protection shall10
include a list of projects and programs required for the protection, conservation,11
enhancement and restoration of the coastal area, the action required of each agency to12
implement said project or program, and a schedule and estimated cost for the13
implementation of each project or program included in the plan; and14
WHEREAS, as required under the provisions of R.S. 49:214.5.3, the comprehensive15
master plan for integrated coastal protection adopted by the authority must be submitted to16
the House Committee on Natural Resources and Environment and the Senate Committee on17
Natural Resources and the House Committee on Transportation, Highways and Public18 SCR NO. 46

Works and the Senate Committee on Transportation, Highways and Public Works; and1
WHEREAS, the legislature may approve or disapprove of the comprehensive master2
plan for integrated coastal protection by resolution adopted by a majority vote of the3
members of each house of the legislature; and4
WHEREAS, the authority shall implement the comprehensive master plan for5
integrated coastal protection if the legislature approves such plan, of if the legislature fails6
to take action on such plan within sixty days after the plan is submitted.7
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby8
approve the comprehensive master plan for integrated coastal protection, as adopted by the9
Coastal Protection and Restoration Authority.10
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby express11
its specific intent that such comprehensive master plan for integrated coastal protection shall12
include and maintain a secondary level of hurricane protection, and that the Coastal13
Protection and Restoration Authority and other entities implementing such master plan14
extend integrated coastal protection to include and protect the greatest number of coastal15
communities.16
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the17
chairman of the Coastal Protection and Restoration Authority.18
