SENATE CONCURRENT RESOLUTI ON NO. 46
BY SENATORS MORRISH, BROWN, BUFFINGTON, HEITMEIER, MURRAY AND
GARY SMITH AND REPRESENTATIVES ARNOLD, BADON,
WESLEY BISHOP, BROSSETT, DOVE AND LEGER 
A CONCURRENT RESOLUTI ON
To approve the comprehensive master plan for integrated coastal protection projects, as
adopted by the Coastal Protection and Restoration Authority.
WHEREAS, R.S. 49:214.5.1 et seq., provides for the creation, duties, and
responsibilities of the Coastal Protection and Restoration Authority (authority); and
WHEREAS, the powers and duties of the authority include the development of a
state comprehensive master plan for integrated coastal protection, which should address
integrated coastal protection efforts from both short-term and long-range perspectives, and
incorporate the structural, management, and institutional components of both efforts; and
WHEREAS, the comprehensive master plan for integrated coastal protection shall
include a list of projects and programs required for the protection, conservation,
enhancement and restoration of the coastal area, the action required of each agency to
implement said project or program, and a schedule and estimated cost for the
implementation of each project or program included in the plan; and
WHEREAS, as required under the provisions of R.S. 49:214.5.3, the comprehensive
master plan for integrated coastal protection adopted by the authority must be submitted to
the House Committee on Natural Resources and Environment and the Senate Committee on
Natural Resources and the House Committee on Transportation, Highways and Public
Works and the Senate Committee on Transportation, Highways and Public Works; and
WHEREAS, the legislature may approve or disapprove of the comprehensive master
plan for integrated coastal protection by resolution adopted by a majority vote of the
members of each house of the legislature; and SCR NO. 46	ENROLLED

WHEREAS, the authority shall implement the comprehensive master plan for
integrated coastal protection if the legislature approves such plan, of if the legislature fails
to take action on such plan within sixty days after the plan is submitted.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
approve the comprehensive master plan for integrated coastal protection, as adopted by the
Coastal Protection and Restoration Authority.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby express
its specific intent that the Coastal Protection and Restoration Authority and other entities
implementing such master plan extend integrated coastal protection to include and protect
the greatest number of coastal communities.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
chairman of the Coastal Protection and Restoration Authority.
