Page 1 of 2 Regular Session, 2012 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 48 BY SENATOR MILLS A CONCURRENT RESOLUTI ON To commend Mary Julia S. Terrebonne upon her retirement from the Louisiana Department of Health and Hospitals. WHEREAS, Mrs. Terrebonne is a native of Thibodaux and grew up in Cut Off, Louisiana; and WHEREAS, in 1974, she graduated from South Lafourche High School in Galliano, Louisiana, and in 1979, she was a graduate of the University of Louisiana at Monroe, School of Pharmacy and remains a licensed pharmacist; and WHEREAS, fondly known to friends and family as "MJ" she married Charles "Chuck" Terrebonne on May 3, 1980; and WHEREAS, she and her husband have two sons, Marcel and Charles II "Chase" Terrebonne; and WHEREAS, Mrs. Terrebonne has provided years of outstanding service and dedication to the Louisiana Department of Health and Hospitals; and WHEREAS, she developed and administered the statewide Medicaid pharmacy program, known as the Louisiana Medicaid Pharmacy Benefits Management System; and WHEREAS, she provided the department with dedicated service that has resulted in the availability and accessibility of over eleven million prescription services and in excess of four hundred and seventy million dollars in net expenditures to approximately nine hundred thousand Medicaid recipients annually; and WHEREAS, Mrs. Terrebonne served the Louisiana Medicaid program for over twenty-nine years and due to her tireless energy, efforts and innovative ideas, she was selected to be the Louisiana pharmacy program director; and WHEREAS, her leadership was essential to the administration of an exemplary program in compliance with state statutes and federal Medicaid regulations and reforms; and SCR NO. 48 ENROLLED Page 2 of 2 WHEREAS, in recent years, Mrs. Terrebonne was instrumental in the implementation and administration of numerous Medicaid drug program cost containment measures, such as the Pharmaceutical and Therapeutics Committee, state supplemental drug rebate system, prescription drug prior authorization system, and recipient monthly prescription limits, without compromising the program's effectiveness and integrity; and WHEREAS, she has dedicated her life to bettering the health and welfare of the citizens of Louisiana, and has touched so many who have had the privilege to learn from, work with, and know her; and WHEREAS, upon her retirement, Mrs. Terrebonne is looking forward to relaxing, enjoying life and creating new memories with her husband, sons, family and friends. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and extend gratitude to Mrs. Mary Julia "MJ" S. Terrebonne for her outstanding service and over twenty-nine years to the Louisiana Department of Health and Hospitals.
