SENATE CONCURRENT RESOLUTI ON NO. 69
BY SENATOR HEITMEIER AND REPRESENTATIVE ARNOLD 
COMMENDATIONS.  Commends Eighth District Fire Chief Darryl Klumpp for his heroic
actions to save an elderly neighbor from a house fire.
A CONCURRENT RESOLUTI ON1
To commend New Orleans Fire Department Eighth District Fire Chief Darryl Klumpp for2
his heroic actions which saved an elderly man and his two dogs from a fire that3
consumed his Algiers home.4
WHEREAS, on July 28, 2011, Chief Klumpp noticed smoke blowing through the5
roof of a home at 3 Everglades Drive in Park Timbers Subdivision of Algiers; and6
WHEREAS, Chief Klumpp alerted the New Orleans Fire Department to the fire7
which he was able to see as smoke poured from the roof of the home which belongs to8
Fernando Echeagaray, who is in his seventies and is bedridden; and9
WHEREAS, Mr. Echeagaray's grandson, Nick, returned from an errand to find the10
house engulfed in smoke and he was unable to search the home for his bedridden grandfather11
because of the thick smoke; and12
WHEREAS, in the meantime, Chief Klumpp, having alerted the fire department,13
made his way to the Echeagaray's home, meeting up with Nick in the home's front yard14
where Nick Echeagaray informed the chief that his elderly bedridden grandfather was still15
in the home with his two dogs; and16
WHEREAS, with little or no concern for his own safety, Chief Klumpp entered the17
home on his hands and knees and began to search for the elderly resident; and18 SCR NO. 69

WHEREAS, Chief Klumpp found the elder Echeagaray in bed and lifted him into a1
wheelchair and wheeled him quickly out of the building with the dogs on his heels; and2
WHEREAS, both timely reporting of the fire itself and his courageous entering of3
an occupied dwelling led directly to the saving of the senior Echeagaray's life and the4
containment of the fire to this single dwelling.5
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby6
commend New Orleans Fire Department Eighth District Fire Chief Darryl Klumpp on the7
timely notification of the fire department, his entering of a burning building without regard8
for his own safety, and his courageous rescue of the home's resident and his two dogs.9
BE IT FURTHER RESOLVED that in this display of bravery in the face of a life-10
threatening fire, Chief Klumpp exemplifies the courage and selflessness of the first11
responders in Louisiana and he has earned the respect and thanks of the people of this state.12
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to New13
Orleans Fire Department Eighth District Fire Chief Darryl Klumpp.14
