Request the Louisiana Department of Education and the State Board of Elementary and Secondary Education to conduct a survey or study to determine school compliance with state law regarding vending machines and requirements for physical activity. A RESOLUTION1 To urge and request the Louisiana Department of Education and the State Board of2 Elementary and Secondary Education (BESE) to conduct a survey or study to3 determine school compliance with the state law regarding vending machines in4 schools and the requirement of thirty minutes of physical activity in the public5 schools.6 WHEREAS, the rate of obesity for children has significantly increased in recent7 years; and8 WHEREAS, obesity increases the child's risk of numerous health problems, and can9 create emotional and social problems; and10 WHEREAS, the United States Department of Agriculture relates childhood obesity,11 in part, to poor nutritional resources available to children which have little or no nutritional12 value; and13 WHEREAS, the promotion of physical activity as well as consumption of snacks14 having higher nutritional value during the school day will assist in combating this problem15 of obesity and changing the attitudes and behavior of students of the health benefits derived16 from participation in physical activity and consumption of more highly nutritious snacks;17 and18 SR NO. 146 SLS 12RS-4785 ORIGINAL Page 2 of 2 WHEREAS, R.S. 17:17.1 requires thirty minutes of daily physical activity in public1 schools and R.S. 17:197.1 limits the sale of certain beverages and foods in public elementary2 and secondary schools during specified time periods; and3 WHEREAS, R.S. 17:17.1 and R.S. 17:197.1 having been the law for more than five4 years, it is appropriate that a study or survey be conducted to review compliance of our5 schools with these laws; and6 WHEREAS, the Louisiana Department of Education and the State Board of7 Elementary and Secondary Education are responsible for the healthy development of our8 children as they attend public schools.9 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana10 does hereby urge and request the Louisiana Department of Education and the State Board11 of Elementary and Secondary Education to conduct a survey or study to determine school12 compliance with state law regarding vending machines and the requirement for thirty13 minutes of physical activity each day in public schools.14 BE IT FURTHER RESOLVED, that a copy of this Resolution be transmitted to the15 state superintendent of education and the members of the State Board of Elementary and16 Secondary Education.17 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by James Benton.
