SENATE RESOLUTION NO. 156
BY SENATOR BUFFINGTON
HEALTH/HOSPITALS DEPT. Directs the Department of Health and Hospitals to submit
a report on the status of the implementation of the plan mandated by Act 299 of the 2011
Regular Session of the Legislature.
A RESOLUTION1
To direct the Department of Health and Hospitals to submit a report on the status of2
implementation of the plan mandated by Act 299 of the 2011 Regular Session of the3
Legislature of Louisiana.4
WHEREAS, Act 299 of the 2011 Regular Session of the legislature directed the5
Department of Health and Hospitals (DHH) to develop a comprehensive plan to address the6
delivery of quality services to persons receiving home-and-community-based services and7
to submit such plan for implementation to the Senate and House of Representatives health8
and welfare committees by January 15, 2012; and9
WHEREAS, Act 299 mandates nine specific focus areas to be addressed by the plan,10
which are: (1) accreditation of providers; (2) compliance of providers with standards and11
ongoing monitoring; (3) billing procedures; (4) cost reporting by providers; (5) support12
coordination in order to streamline the delivery of services; (6) rate reimbursement; (7) use13
of technology; (8) Medicaid enrollment; and (9) Medicaid delivery options, including the14
use of organized health care delivery systems; and15
WHEREAS, DHH convened a wide variety of stakeholders and produced a report16
that addressed these nine focus areas, outlining recommendations and a plan for17
implementation of the recommendations and submitted the report to the legislative health18 SR NO. 156

and welfare committees; and1
WHEREAS, DHH believes that implementation of the plan has begun to produce the2
desired results of improved quality and cost effectiveness as well as compliance with3
licensure standards; and4
WHEREAS, the Legislature of Louisiana has been actively involved in enacting5
legislation to control costs and improve quality in home-and-community-based services and6
has an ongoing interest in seeing the plan fully implemented.7
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana8
does hereby direct the Department of Health and Hospitals to submit a report on the status9
of the implementation of the plan mandated by Act 299 of the 2011 Regular Session of the10
Legislature of Louisiana to the Senate and House of Representatives health and welfare11
committees on or before February 1, 2013.12
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the13
secretary of the Department of Health and Hospitals.14
