Requests the Department of Natural Resources to adopt administrative rules encouraging the use of combined heating and power systems in critical government facilities. A RESOLUTION1 To urge and request the Department of Natural Resources, in conjunction with the Public2 Service Commission, to adopt rules and regulations to ensure high levels of energy3 security in critical government facilities through implementation of on-site combined4 heat and power systems.5 WHEREAS, government buildings or facilities, including but not limited to6 command and control centers, hospitals, shelters, prisons, jails, police and fire stations,7 communications centers, data centers, water and wastewater facilities, hazardous waste8 storage facilities, biological research facilities, food preparation and food storage facilities,9 and institutions of higher education represent critical government facilities; and10 WHEREAS, these critical government facilities serve a critical function related to11 public health or safety during natural disasters and other emergency situations resulting in12 widespread outages of the electrical grid; and13 WHEREAS, critical government facilities may be anticipated to be occupied on a14 twenty-four-hour-per-day basis, maintain operations in excess of six thousand hours per15 year, and have a peak electricity demand exceeding five hundred kilowatts; and16 WHEREAS, critical government facilities would greatly benefit from combined heat17 and power systems, which is a technology that is located on the site of the facility,18 SR NO. 171 SLS 12RS-4823 ORIGINAL Page 2 of 2 continuously provides electricity and thermal energy used by the facility, can provide one1 hundred percent of the facility's critical electricity needs required to sustain emergency2 operations for a minimum of fourteen days and provides an overall efficiency of energy use3 in excess of sixty percent; and4 WHEREAS, when constructing or extensively renovating a critical governmental5 facility or replacing major heating, ventilation, and air-conditioning equipment for a critical6 governmental facility, the entity with charge and control of the facility would benefit in7 terms of energy efficiency and operating costs by evaluating whether equipping the facility8 with a combined heating and power system would result in expected energy savings that9 would exceed the expected costs of purchasing, operating, and maintaining the system over10 a twenty-year period.11 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana12 does hereby urge and request the Department of Natural Resources, in conjunction with the13 Public Service Commission, to adopt rules and regulations to establish guidelines for14 equipping critical government facilities with a combined heating and power system if the15 expected energy savings exceed the expected costs.16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the17 secretary of the Department of Natural Resources and the executive secretary of the Public18 Service Commission.19 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by McHenry Lee.
