Requests Select Committee on Women and Children to study the issues and state jurisdiction of certain child-on-child offenses occurring on federal military bases. A RESOLUTION1 To urge and request the Select Committee on Women and Children to study the issues and2 state jurisdiction of certain child-on-child offenses occurring on federal military3 bases.4 WHEREAS, an effective way of preventing juvenile delinquency and keeping at-risk5 children away from crime is to tackle the problem before it happens; this entails looking at6 the causes of crime among teens and making an effort to reduce or eliminate said causes; and7 WHEREAS, for some, mischievous juvenile behavior is a phase that most children8 and teens go through while growing into adults, but military officials historically have9 frowned upon unbecoming behavior on the bases they govern and are expected to respond10 accordingly with disciplinary action; and11 WHEREAS, military bases are federal enclaves and a myriad of issues are presented12 in regard to state involvement and jurisdiction with regard to children who commit crimes13 on military bases.14 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana15 does hereby urge and request the Select Committee on Women and Children to study the16 issues and state jurisdiction of certain child-on-child offenses occurring on federal military17 bases.18 SR NO. 172 SLS 12RS-5329 ORIGINAL Page 2 of 2 BE IT FURTHER RESOLVED that the committee make a written report of its1 findings and recommendations to the Senate not later than sixty days prior to the 20132 Regular Session, together with any specific proposals for legislation.3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by James Benton.
