SENATE RESOLUTION NO. 196
BY SENATOR MILLS 
SOCIAL SERVICES DEPT. Request the Louisiana Department of Children and Family
Services, the Division of Administration and the governor's office to work with the
Louisiana Food Bank Association to ensure the acquisition and distribution of sufficient food
to hungry Louisiana citizens, particularly children and the elderly.
A RESOLUTION1
To urge and request the Department of Children and Family Services, the division of2
administration, and the office of the governor to work with the Louisiana Food Bank3
Association to ensure the acquisition and distribution of sufficient food to hungry4
Louisiana citizens, particularly children and the elderly.5
WHEREAS, food banks utilize public-private partnerships at the local, state, and6
federal levels to provide high quality, nutritious food to Louisianians in need of food7
assistance, partner with schools to provide food to children most at risk for hunger, and8
respond quickly in times of disaster; and9
WHEREAS, the network of faith-based and non-profit organizations served by10
Louisiana food banks includes over four hundred worthy organizations such as churches,11
Councils on Aging, Boys Hope Girls Hope, the Salvation Army, and learning centers12
throughout the state; and13
WHEREAS, the Louisiana Food Bank Association was formed in 2007 to coordinate14
the efforts of Louisiana's five regional food banks to alleviate hunger across the state; and15
WHEREAS, Louisiana's five regional food banks distribute over fifty million pounds16
of food annually to six hundred ninety-five thousand people in Louisiana; and17
WHEREAS, one in seven people in Louisiana have used food banks in a time of18 SR NO. 196

need; and1
WHEREAS, twenty-five percent of persons who utilize Louisiana food banks are2
over the age of sixty-five; and3
WHEREAS, Louisiana has the highest rate of children under the age of five at risk4
of hunger in the United States; and5
WHEREAS, economic struggles have increased the reliance of families upon food6
banks to support their needs, but federal food resources through the Emergency7
Supplemental Food Program have decreased with rising costs.8
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana9
does hereby urge and request the Department of Children and Family Services, the division10
of administration, and the office of the governor to work with the Louisiana Food Bank11
Association to ensure the acquisition and distribution of sufficient food to hungry Louisiana12
citizens, particularly children and the elderly.13
THEREFORE, BE IT FURTHER RESOLVED. that a copy of this Resolution be sent14
to the Department of Children and Family Services, the Division of Administration, the15
office of the governor, and the Louisiana Food Bank Association.16
