SENATE RESOLUTION NO. 54
BY SENATOR MORRELL 
COMMENDATIONS.  Commends Sarah Devlin of the New Orleans Center for Creative
Arts upon receipt of the 2012 Portfolio Gold Medal from Scholastic Art and Writing
Awards.
A RESOLUTION1
To commend and congratulate Sarah Devlin, a film and media arts student from the2
New Orleans Center for Creative Arts (NOCCA), upon receipt of the 2012 Portfolio3
Gold Medal from Scholastic Art & Writing Awards.4
WHEREAS, it is with great pride that the Senate of the Legislature of Louisiana5
recognizes the energy, intelligence, and self-motivation of novice film maker, Sarah Devlin,6
who has been recognized for her exceptional visual artistry by The Alliance for Young7
Artists & Writers, a nonprofit organization that identifies emerging young talent and8
provides them with exposure to a national audience through the Scholastic Art & Writing9
Awards program; and10
WHEREAS, Sarah was chosen by a national panel of judges to receive the Gold11
Medal for her portfolio of eight selected films: Conformation, Dans le Clair du Temps,12
Writer's Block, Every Bone, Long Now, Attention to Detail, Traverse, and As The Blade13
Drops; each film is unique in content and tone; each is a reflection of her own life14
experiences; and one is a music video she created with a New Orleans street musician; and15
WHEREAS, Ms. Devlin is an advanced student in the Media Arts Program for film16
making and audio production at NOCCA; the complexity and depth of her cinematic projects17
displayed great promise from the beginning; her audition piece, Writer's Block, won first18 SR NO. 54

place in the student division at the Louisiana Film Festival in 2009, plus several awards for1
achievements in Best Animation/Experimental competition, Charitable Film Network2
Special Jury Prize, and the Jefferson Hendricks Achievement in Film Award - Best of3
Festival; and4
WHEREAS, for the last three years Sarah Devlin has been recognized by The5
Alliance for Young Artists & Writers and other similar organizations with numerous honors6
from regional and national competitions; her Scholastic Art & Writing Awards include three7
Regional Gold Keys for Film, Animation, and Film Portfolio, a National Silver Medal in8
Film and Animation, and this year's Portfolio Gold Medal in Film also includes a ten9
thousand dollar scholarship; her production style traverses different imagery genre from10
documentary to German Expressionism to French New Wave; and11
WHEREAS, she has received recognition as a Young Arts National Finalist from the12
National Foundation for Advancement in the Arts, as a nominee for the Presidential Scholar13
in the Arts, and she is the only student from the state of Louisiana to receive this honor, and14
as a recipient of the following, the Rochelle Ross Scholar Award for Foreign Language from15
Loyola University, and Honors Awards to attend both Savannah College of Art and Design16
and the Maryland Institute College of Art; and17
WHEREAS, along with her Portfolio Gold Medal and hefty scholarships, Ms. Devlin18
will attend the annual National Awards Ceremony held in New York City on June 1, 2012,19
at prestigious Carnegie Hall and will have her film work showcased at Parsons The New20
School for Design in Manhattan; and next year her artwork will be in an exhibit to tour21
throughout the United States; and22
WHEREAS, Sarah Devlin is also a graduating senior at Ben Frankilin High School23
in New Orleans with a cache of awards and interests to her academic credit, such as BFHS24
Film Club, BFHS Falcon TV Club Service Award, French Language Interpretive Reading25
at Louisiana High School Rally, National Spanish Exam - Premio de Oro, Association26
Americaine des Professeurs De Francais - Certificat d'honneur Laureat National, Louisiana27
Music Teachers District Rally for Piano, New Orleans Music Teachers Association -28
Romantic and Contemporary Audition Award, and the Loyola University Swanz Cup Piano29

 WHEREAS, on March 29, 2012, Sarah Devlin was honored at NOCCA during the1
opening of the traveling tour of ART.WRITE.NOW, an exhibit of select works from the2
2011 Scholastic Award winners; and3
WHEREAS, Sarah Devlin is a talented young film maker and an visual artist of the4
highest caliber, who demonstrates near limitless creativity and a commitment to excellence5
beyond her years; she is truly a worthy recipient of the 2012 Portfolio Gold Medal Award6
and deserving of the many accolades she has earned; and7
WHEREAS, Sarah Devlin is to be congratulated for the many academic and artistic8
accomplishments and for the tremendous pride she imparts to her family, community, and9
state.10
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana11
does hereby commend Sarah Devlin for her wealth of creativity in the visual arts and in her12
outstanding scholarly pursuits, and does hereby congratulate her upon receipt of the 201213
Portfolio Gold Medal from Scholastic Art & Writing Awards for her film repertoire.14
BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does15
hereby extend its best wishes to Sarah Devlin for continued success in all her future16
endeavors.17
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to18
Sarah Devlin.19
