SENATE RESOLUTION NO. 54

A RESOLUTION
To commend and congratulate Sarah Devlin, a film and media arts student from the
New Orleans Center for Creative Arts (NOCCA), upon receipt of the 2012 Portfolio
Gold Medal from Scholastic Art & Writing Awards.
WHEREAS, it is with great pride that the Senate of the Legislature of Louisiana
recognizes the energy, intelligence, and self-motivation of novice film maker, Sarah Devlin,
who has been recognized for her exceptional visual artistry by The Alliance for Young
Artists & Writers, a nonprofit organization that identifies emerging young talent and
provides them with exposure to a national audience through the Scholastic Art & Writing
Awards program; and
WHEREAS, Sarah was chosen by a national panel of judges to receive the Gold
Medal for her portfolio of eight selected films: Conformation, Dans le Clair du Temps,
Writer's Block, Every Bone, Long Now, Attention to Detail, Traverse, and As The Blade
Drops; each film is unique in content and tone; each is a reflection of her own life
experiences; and one is a music video she created with a New Orleans street musician; and
WHEREAS, Ms. Devlin is an advanced student in the Media Arts Program for film
making and audio production at NOCCA; the complexity and depth of her cinematic projects
displayed great promise from the beginning; her audition piece, Writer's Block, won first
place in the student division at the Louisiana Film Festival in 2009, plus several awards for
achievements in Best Animation/Experimental competition, Charitable Film Network
Special Jury Prize, and the Jefferson Hendricks Achievement in Film Award - Best of
Festival; and
WHEREAS, for the last three years Sarah Devlin has been recognized by The
Alliance for Young Artists & Writers and other similar organizations with numerous honors
from regional and national competitions; her Scholastic Art & Writing Awards include three SR NO. 54	ENROLLED

Regional Gold Keys for Film, Animation, and Film Portfolio, a National Silver Medal in
Film and Animation, and this year's Portfolio Gold Medal in Film also includes a ten
thousand dollar scholarship; her production style traverses different imagery genre from
documentary to German Expressionism to French New Wave; and
WHEREAS, she has received recognition as a Young Arts National Finalist from the
National Foundation for Advancement in the Arts, as a nominee for the Presidential Scholar
in the Arts, and she is the only student from the state of Louisiana to receive this honor, and
as a recipient of the following, the Rochelle Ross Scholar Award for Foreign Language from
Loyola University, and Honors Awards to attend both Savannah College of Art and Design
and the Maryland Institute College of Art; and
WHEREAS, along with her Portfolio Gold Medal and hefty scholarships, Ms. Devlin
will attend the annual National Awards Ceremony held in New York City on June 1, 2012,
at prestigious Carnegie Hall and will have her film work showcased at Parsons The New
School for Design in Manhattan; and next year her artwork will be in an exhibit to tour
throughout the United States; and
WHEREAS, Sarah Devlin is also a graduating senior at Ben Franklin High School
in New Orleans with a cache of awards and interests to her academic credit, such as BFHS
Film Club, BFHS Falcon TV Club Service Award, French Language Interpretive Reading
at Louisiana High School Rally, National Spanish Exam - Premio de Oro, Association
Americaine des Professeurs De Francais - Certificat d'honneur Laureat National, Louisiana
Music Teachers District Rally for Piano, New Orleans Music Teachers Association -
Romantic and Contemporary Audition Award, and the Loyola University Swanz Cup Piano
Festival and its Music Preparatory Program; and
 WHEREAS, on March 29, 2012, Sarah Devlin was honored at NOCCA during the
opening of the traveling tour of ART.WRITE.NOW, an exhibit of select works from the
2011 Scholastic Award winners; and
WHEREAS, Sarah Devlin is a talented young filmmaker and a visual artist of the
highest caliber, who demonstrates near limitless creativity and a commitment to excellence
beyond her years; she is truly a worthy recipient of the 2012 Portfolio Gold Medal Award
and deserving of the many accolades she has earned; and SR NO. 54	ENROLLED

WHEREAS, Sarah Devlin is to be congratulated for the many academic and artistic
accomplishments and for the tremendous pride she imparts to her family, community, and
state.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Sarah Devlin for her wealth of creativity in the visual arts and in her
outstanding scholarly pursuits, and does hereby congratulate her upon receipt of the 2012
Portfolio Gold Medal from Scholastic Art & Writing Awards for her film repertoire.
BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does
hereby extend its best wishes to Sarah Devlin for continued success in all her future
endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Sarah Devlin.
