ALCOHOLIC BEVERAGE PERMT: Provides relative to the posting of National Human
Trafficking Resources Center hotline information at certain establishments
AN ACT1
To amend and reenact R.S. 15:541.1(B)(3) and (C)(1) and to enact R.S. 26:91(A)(10),2
relative to the National Human Trafficking Resource Center hotline; to provide for3
the posting of certain information regarding the National Human Trafficking4
Resource Center hotline; to provide for certain offices and departments to notify5
affected establishments of the requirements; to provide for suspension or revocation6
of  alcohol beverage permits; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 15:541.1(B)(3) and (C)(1)  are hereby amended and reenacted to read9
as follows: 10
§541.1. Posting of the National Human Trafficking Resource Center hotline;11
content; languages; notice; civil penalty12

(3) The posting shall be printed in English, Louisiana French, Spanish, and16
any other languages that the Department of Public Safety and Corrections17
commissioner of alcohol and tobacco control shall require.18
C. The following departments of the state shall provide each establishment19

regulatory control or authority with the notice required by this Section.  The1
departments shall post on their websites a sample of the posting described in2
Subsection B of this Section which shall be accessible for download.  The3
departments are as follows:4
(1)  The office of alcohol and tobacco control within the Department of5
Revenue.6

Section 2.  R.S. 26:91(A)(10) is hereby enacted to read as follows: 8
§91.  Additional causes for suspension or revocation of permits; fines9
A. In addition to any other causes enumerated in this Chapter, the10
commissioner may suspend or revoke any permit for any one of the following11
causes:12

(10) If any retail dealer that is required, pursuant to R.S. 15:541.1, to post14
information regarding the National Human Trafficking Center hotline fails to post15
such information.16

Abstract: Authorizes the office of alcohol and tobacco control to provide for certain
posting requirements relative to the National Human Trafficking Resource Center
hotline and authorizes the ATC commissioner to suspend or revoke alcoholic
beverage permits for failure to post such information.
Present law requires certain establishments to post information regarding the National
Human Trafficking Resource Center hotline in specific areas on the premises.
Present law requires the Dept. of Revenue and DOTD to provide each establishment within
their regulatory control or authority with the notice information and to post samples of the
notice on their websites for download.
Proposed law retains present law except that it changes the requirements relative to the Dept.
of Revenue to the office of alcohol and tobacco control within the Dept. of Revenue.  HLS 13RS-568	ORIGINAL

Proposed law authorizes the commissioner of the ATC to suspend or revoke any alcoholic
beverage permit for a retail dealer's failure to post information regarding the National
Human Trafficking Center hotline in accordance with present law.
