MTR VEHICLE/LICEN PLATES: Creates a prestige license plate for the March of Dimes AN ACT1 To enact R.S. 47:463.160, relative to motor vehicle special prestige plates; to provide for the2 creation, issuance, and design of such license plates; to provide relative to the fee and3 distribution of fees for such plates; to authorize the promulgation of rules and4 regulations relative to the creation and implementation of a special prestige license5 plate; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 47:463.160 is hereby enacted to read as follows: 8 ยง463.160. Special prestige license plate; March of Dimes9 A. The secretary of the Department of Public Safety and Corrections shall10 establish a special prestige motor vehicle license plate for the March of Dimes,11 provided there is a minimum of one thousand applicants for such plate. These plates12 shall be restricted to use on passenger cars, pickup trucks, recreational vehicles, and13 vans.14 B. The secretary shall work in conjunction with the March of Dimes15 Louisiana Chapter to select the color and design of the plates, provided that it is in16 compliance with R.S. 47:463(A)(3).17 C. D. The department shall collect an annual royalty fee of twenty-five dollars,1 which shall be disbursed in accordance with Subsection E of this Section. This fee2 will be in addition to the standard motor vehicle license tax imposed by Article VII,3 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and4 fifty cents for each plate to be retained by the department to offset a portion of5 administrative costs.6 E. The annual royalty fee shall be collected by the department and forwarded7 to the March of Dimes Louisiana Chapter. The monies received from the royalty8 fees shall be used solely for the support of programs administered by the March of9 Dimes Louisiana Chapter.10 F. Proposed law provides for the secretary to work in conjunction with the March of Dimes La. Chapter to select the color and design of the plates. Proposed law requires the department to collect an annual royalty fee of $25 for each plate issued and specifies that such fees be collected by the department and forwarded to the March of Dimes La. Chapter. Specifies that the monies received from the royalty fees shall be used solely for the support of programs administered by the March of Dimes La. Chapter. Further provides for the standard registration license fee and a handling fee of $3.50 to be retained by the department to offset a portion of administrative costs.
