PROPERTY/PUBLIC: Provides for transfer of certain state property in Rapides Parish to
the city of Pineville
AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Rapides Parish; to provide for the property descriptions;3
to provide for reservation of mineral rights; to provide terms and conditions; to4
provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The secretary of the Department of Health and Hospitals, notwithstanding7
any other provision of law to the contrary, is hereby authorized and empowered to convey,8
transfer, assign, lease or deliver any interest, excluding mineral rights, the state may have9
to all or any portion of the following described parcels of property to the city of Pineville:10
Tract 111
A certain piece, parcel or lot of ground, together with all improvements thereon, rights, ways12
and privileges thereunto belonging or in any way appertaining, being, lying and situated in13
the Section 17, Township 4 North, Range 1 West, Rapides Parish, Louisiana, being more14
particularly described as follows, to wit:15
Commencing at a 4” x 4” concrete monument marking the northwest corner of the city of16
Pineville’s Wastewater Treatment Facility tract; thence proceed South 39 degrees 05 minutes17
29 seconds West, grid bearing, along the northwest boundary line of said city of Pineville18
tract, a distance of 371.23 feet to a 5/8” diameter iron rod (set) marking the POINT OF19
BEGINNING of the tract be described;20
thence continue South 39 degrees 05 minutes 29 seconds West, along said northwest21
boundary line, a distance of 693.37 feet to a 3/4” diameter iron rod (found) marking the22
southwest corner of said city of Pineville Wastewater Treatment Facility tract; thence23
continue South 39 degrees 05 minutes 29 seconds West, along an extension of said24
northwest boundary line and crossing the Red River Levee, a distance of 275.82 feet to a25
5/8” diameter iron rod (set); thence turn right and proceed North 38 degrees 30 minutes 4326

a pk nail with shiner in asphalt pavement (set); thence turn right and proceed North 101
degrees 22 minutes 23 seconds West, a distance of 226.13 feet to a 5/8” diameter iron rod2
(set); thence turn right and proceed North 03 degrees 12 minutes 43 seconds East, a distance3
of 911.96 feet to a 5/8” diameter iron rod (set); thence turn right and proceed South 864
degrees 46 minutes 58 seconds East, a distance of 465.08 feet to a 5/8” diameter iron rod5
(set); thence turn right and proceed South 24 degrees 18 minutes 32 seconds East, a distance6
of 465.00 feet to the POINT OF BEGINNING;7
The above described tract contains 12.299 acres, more or less, and is more particularly8
indicated as Tract 1 on Pan American Engineers - Alexandria, Inc., Drawing No. 12089,9
dated November 2, 2012.10
Tract 211
A certain piece, parcel or lot of ground, together with all improvements thereon, rights, ways12
and privileges thereunto belonging or in any way appertaining, being, lying and situated in13
the Section 17, Township 4 North, Range l West, Rapides Parish, Louisiana, being more14
particularly described as follows, to wit:15
Commencing at a 4” x 4" concrete monument marking the northwest corner of the city of16
Pineville’s Wastewater Treatment Facility tract; thence proceed South 39 degrees 05 minutes17
29 seconds West, grid bearing, along the northwest boundary line of said city of Pineville18
tract, a distance of 204.78 feet to a 5/8” diameter iron rod (set) marking the POINT OF19
BEGINNING of the tract be described;20
thence continue South 39 degrees 05 minutes 29 seconds West, along said northwest21
boundary line, a distance of 166.45 feet to a 5/8” diameter iron rod (set); thence turn right22
and proceed North 24 degrees 18 minutes 32 seconds West, departing said northwest23
boundary line, a distance of 133.37 feet to a 5/8” diameter iron rod (set); thence turn right24
and proceed North 87 degrees 15 minutes 46 seconds East, a distance of 160.05 feet to the25
POINT OF BEGINNING;26
The above described tract contains 0.228 acres, more or less, and is more particularly27
indicated as Tract 2 on Pan American Engineers - Alexandria, Inc., Drawing No. 12089,28
dated November 2, 2012.29
Section 2. The secretary of the Department of Health and Hospitals is hereby30
authorized to enter into such agreements, covenants, conditions, and stipulations and to31
execute such documents as necessary to properly effectuate any conveyance, transfer,32
assignment, lease or delivery of title, excluding mineral rights, to the properties described33
in Section 1, and as more specifically described in any such agreements entered into and34
documents executed by and between the secretary of the Department of Health and Hospitals35
and the city of Pineville, in exchange of consideration proportionate to the appraised value36
of the property.37
Section 3. This Act shall become effective upon signature by the governor or, if not38
signed by the governor, upon expiration of the time for bills to become law without signature39
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If40 HLS 13RS-288 ORIGINAL

vetoed by the governor and subsequently approved by the legislature, this Act shall become1
effective on the day following such approval.2
