Abstract: Provides that certain vehicles shall not be equipped with certain wheel equipment
extending outside the body of the vehicle when viewed from directly above which
incorporate winged projections or constitute a hazard to pedestrians and cyclists.
Present law provides that no tire on a vehicle moved on a highway shall have on its periphery any
protuberances of any material, other than rubber, which projects beyond the thread of the traction
surface of the tire and provides for exceptions for certain farm machinery and tire chains.
Proposed law retains present law and additionally provides that no vehicle shall be equipped with
certain wheel equipment that extends outside the body of a vehicle when viewed from directly
above which incorporate winged projections or constitute a hazard to pedestrians and cyclists.
Proposed law shall not apply to vehicles with a gross vehicle weight greater than 9,900 pounds or
wheel nuts, hubcaps, or wheel discs that are designed, licensed, or produced by the manufacturer
of the vehicle to which they are attached.
Proposed law defines "wheel nut".
(Amends R.S. 32:362(B)) Summary of Amendments Adopted by House
House Floor Amendments to the engrossed bill.
1. Added a provision which specifies that certain vehicle wheel restrictions shall not
apply to vehicles with a gross vehicle weight greater than nine thousand nine hundred
pounds or wheel nuts, hubcaps, or wheel discs that are designed, licensed, or
produced by the manufacturer of the vehicle to which they are attached.
2. Made technical changes.
