INSURANCE/GROUP-SHERI FFS:  Provides with respect to payment of insurance
premiums for retired sheriffs and deputy sheriffs of the Richland Parish Sheriff's
Office
AN ACT1
To amend and reenact R.S. 13:5554(R), relative to the payment of group insurance premium2
costs for persons retired from the Richland Parish Sheriff's Office; to provide for3
eligibility for payment of such costs for retired sheriffs and retired deputy sheriffs4
of the Richland Parish Sheriff's Office; to provide for effective dates; and to provide5
for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 13:5554(R)  is hereby amended and reenacted to read as follows: 8

R. Notwithstanding the provisions of Subsection D of this Section, in the11
parish the sheriff of Richland Parish shall pay one hundred percent of the premium12
costs of group hospital, surgical, and medical expense insurance and the first ten13
thousand dollars of life insurance contracted for under the provisions of this Section14
shall be paid from the sheriff's general fund the premium costs of group insurance15
for any sheriff or full-time deputy sheriff who is entitled to receive monthly benefits16
from the Sheriff's Pension and Relief Fund and has retired who retires from the17
Richland Parish Sheriff's Office sheriff's office and who is entitled to receive18 HLS 13RS-751	REENGROSSED

monthly benefits from the Sheriff's Pension and Relief Fund and who has either of1
the following as follows:2
(1) For any sheriff or deputy sheriff who is eligible to retire and meets the3
requirements of Subparagraph (a) or (b) of this Paragraph on or before August 31,4
2013, one hundred percent of the premium costs of group hospital, surgical, and5
medical expense insurance and the first ten thousand dollars of life insurance6
contracted for under the provisions of this Section, if the sheriff or deputy sheriff7
retires with either of the following:8
(a) At least fifteen years of full-time service with the Richland Parish9
sheriff's office Sheriff's Office and is at least fifty-five years of age.10
(2)(b) At least thirty years of full-time service with the Richland Parish11
sheriff's office Sheriff's Office, regardless of age.12
(2) For any sheriff or deputy sheriff who first becomes  eligible to retire and13
subsequently retires after August 31, 2013, fifty percent of the premium costs of14
group hospital, surgical, and medical expense insurance and the first ten thousand15
dollars of life insurance contracted for under the provisions of this Section if the16
sheriff or deputy sheriff retires with at least twenty-five years of creditable service17
with the Richland Parish Sheriff's Office and has attained the age of fifty-five.18
(3)  One hundred percent of the premium costs of group hospital, surgical,19
and medical expense insurance and the first ten thousand dollars of life insurance20
contracted for under the provisions of this Section if the sheriff or deputy sheriff21
retires with thirty years or more of creditable service with the Richland Parish22
Sheriff's Office, regardless of age.23

Abstract: Provides for eligibility for payment of group insurance premium costs for
sheriffs and deputy sheriffs retiring from the Richland Parish Sheriff's Office.
Present law provides that the sheriff of Richland Parish shall pay 100% of the premium costs
of group hospital, surgical, medical expense, and life insurance from the sheriff's general
fund for any retired sheriff or deputy sheriff entitled to receive benefits from the Sheriffs'
Pension and Relief Fund and who is at least 55 years of age and has 15 years of full-time
service or has 30 years of full-time service, regardless of age. 
Proposed law provides that present law shall apply to sheriffs and deputy sheriffs who are
eligible to retire and meet certain requirements on or before Aug. 31, 2013.
Proposed law requires the premium costs of group hospital, surgical, and medical expense
insurance, and the first $10,000 of life insurance to be paid by the sheriff of Richland Parish
from the sheriff's general fund for all sheriffs and deputy sheriffs who first become eligible
to retire and subsequently retire after Aug. 31, 2013, as follows:
(1)50% with at least 25 years of service with the Richland Parish Sheriff's Office and
who has attained the age of 55 years of age.
(2)100% with at least 30 years of service with the Richland Parish Sheriff's Office,
regardless of age.

1. Clarified that 50% of insurance premium costs will be paid to those with at least
25 years of service who have attained the age of 55 years.
