HORTICULTURE/COMMI SSION: Provides relative to the licensing of landscape
architects
AN ACT1
To amend and reenact R.S. 3:3806(A)(2), 3807(B)(5) and (E), and 3808(E)(4) through (7)2
and to enact R.S. 3:3808(E)(8), relative to licensing of landscape architects; to3
provide for fees and examinations; to provide for terms and conditions of licenses4
and permits; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 3:3806(A)(2), 3807(B)(5) and (E), and 3808(E)(4) through (7) are7
hereby amended and reenacted and R.S. 3:3808(E)(8) is hereby enacted to read as follows:8
§3806. Fees9

(2) The examination fee for each examination for a professional license for12
landscape architects shall be the cost incurred established by the commission in13
obtaining the national examination plus an administrative fee, by rule in an amount14
not to exceed two hundred dollars, which represents the cost of administering and15
grading the examination Louisiana Landscape Architect Examination.16

B. The examination for each profession shall be compiled from lists of1
questions submitted by the following organizations:2

(5) The national landscape architect examination shall be prepared by the4
Council of Landscape Architects Architectural Registration Board Boards, or its5
successor. supplemented with such other questions as shall be determined by the6
commission. The Louisiana Landscape Architect Examination shall be compiled7
from a list of questions approved by the commission.8

E. The commission may enter into reciprocal agreements with licensing10
agencies in other states to provide that applicants for a landscape architect's license11
who are licensed in another state as a result of passing an examination which was12
approved by the Council of Landscape Architects Architectural Registration Board13
Boards, or its successor, shall be given credit for having passed that examination and14
will be required only to pass the Louisiana Landscape Architect Examination. section15
of the examination to be licensed in Louisiana.16
§3808. Terms and conditions of licenses and permits17

E. Landscape architects shall be subject to the following provisions:19

(4) In order to qualify to take the national landscape architect examination21
for the landscape architect's license, the applicant shall meet one of the qualifications22
set forth in this Paragraph. The applicant shall submit evidence of qualification in23
the form required by the commission by rule. The applicant shall indicate on the24
application which qualification the applicant meets. The qualifications are: the25
minimum qualification standards approved by the Council of Landscape26
Architectural Registration Boards, or its successor.27
(a) The applicant is the holder of a professional degree from a school whose28
curriculum has been accredited by the accrediting entity approved by the American29 HLS 13RS-670 ORIGINAL

Society of Landscape Architects or is the holder of a degree which the commission1
by rule has declared to be the educational equivalent of that degree and has2
completed a minimum of one year internship under the direct supervision of a3
licensed landscape architect, or landscape horticulturist, or design professional in a4
related profession.5
(b) The applicant has completed six years of practical landscape architectural6
experience under the direct supervision of a licensed landscape architect or landscape7
horticulturist, or design professional in a related profession.8
(c) The applicant possesses a combination of education and experience9
which the commission, by rule, has determined to be the equivalent of the10
qualifications in Subparagraphs (a) and (b) of this Paragraph.11
(5) In order to qualify to take the Louisiana Landscape Architect12
Examination, the applicant shall submit evidence of passing the national examination13
prepared by the Council of Landscape Architectural Registration Boards, or its14
successor.15
(5) (6) The commission shall issue each licensed landscape architect a16
permanent registration number.17
(6) (7) Each landscape architect shall affix his seal to all drawings or18
specifications prepared by or under the direct supervision of the landscape architect.19
(7) (8) The seals used by landscape architects shall meet the specifications20
determined by rule by the commission.21

Present law provides that the examination fee for a professional license for landscape
architects shall be the cost incurred by the Horticulture Commission for the national
examination plus an administrative fee not to exceed $200.
Proposed law modifies present law by requiring the commission to establish the cost of the
examination by rule in an amount not to exceed $200 for administering and grading the La.
Landscape Architect Examination.
Present law provides that questions for the landscape architect examination must be
compiled by the Council of Landscape Architects Registration Boards (CLARB) and
supplemented with other questions as determined by the commission.
Proposed law modifies present law by requiring CLARB, or its successor, to prepare the
national landscape architect examination. Provides that questions compiled for the La.
Landscape Architect Examination be approved by the commission.
Present law establishes reciprocity for landscape architect licensees who are licensed in
another state upon passing an examination approved by CLARB and specifies that they shall
be given such credit and required to pass only the La. portion of the examination to be
licensed in this state.
Proposed law maintains reciprocity for licensees of other states who have passed an
examination approved by CLARB and provides for credit of such examination. Additionally
requires the applicant to pass the La. Landscape Architect Examination.
Present law provides for qualifications necessary to take the landscape architect's license
examination which consists of certain education requirements, practical experience, or a
combination of education and experience deemed acceptable by the commission.
Proposed law requires that an applicant meet the minimum qualification standards approved
by CLARB in order to take the national landscape architect examination. Further requires
the applicant to submit evidence of passing the national examination prepared by CLARB,
or its successor, in order to qualify to take the La. Landscape Architect Examination.
