Abstract: Prohibits any law or administrative rule from requiring any person, employer, or
health care provider to participate in a health care system.
Proposed constitutional amendment prohibits a law or rule from compelling, directly or
indirectly, any person, employer, or health care provider to participate in a health care system.
Proposed constitutional amendment authorizes a person or employer to pay directly for health
care services and provides that the  person or employer shall not be required to pay penalties or
fines for paying directly for lawful health care services.
Proposed constitutional amendment authorizes a health care provider to accept direct payment
for lawful health care services and provides that the health care provider shall not be required to
pay penalties or fines for accepting direct payment from a person or employer for lawful health
care services.
Proposed constitutional amendment provides that the purchase or sale of health insurance in
private health care systems shall not be prohibited by law or rule.
Provides for submission of the proposed amendment to the voters at the statewide election to be
held November 4, 2014.
