AN ACT1
To enact R.S. 40:1379.3(A)(3), relative to concealed handgun permits; to prohibit the2
release, dissemination, or publishing of information with respect to concealed3
handgun permit applications; to provide for exceptions; to provide for criminal4
penalties; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 40:1379.3(A)(3) is hereby enacted to read as follows: 7
ยง1379.3. Statewide permits for concealed handguns; application procedures;8

(3)(a) Absent a valid court order requiring the release of information, or12
unless an applicant or a recipient of a concealed handgun permit is charged with a13
felony offense involving the use of a handgun, it shall be unlawful for any employee14
of the Department of Public Safety and Corrections or any law enforcement officer15
to intentionally release or disseminate for publication any information contained in16
an application for a concealed handgun permit or any information regarding the17
identity of any person who applied for or received a concealed handgun permit18
issued pursuant to this Section. A person who violates the provisions of this19 ENROLLEDHB NO. 8

Subparagraph shall be fined not more than five hundred dollars, imprisoned for not1
more than six months, or both.2
(b)(i)  It shall be unlawful for any person other than an employee of the3
Department of Public Safety and Corrections or a law enforcement officer to4
intentionally release, disseminate, or make public in any manner any information5
contained in an application for a concealed handgun permit or any information6
regarding the identity of any person who applied for or received a concealed7
handgun permit issued pursuant to this Section.  Any person who violates the8
provisions of this Subparagraph shall be fined ten thousand dollars and may be9
imprisoned for not more than six months.10
(ii) The provisions of this Subparagraph shall not apply to the release of11
information under any of the following circumstances:12
(aa)  A valid court order requires the release of the information.13
(bb) The information released identifies a concealed handgun permit holder14
or applicant who is charged with a felony offense involving the use of a handgun.15
(cc) The information regarding a concealed handgun permit applicant or16
holder is released pursuant to the express approval for the release of such17
information by that permit applicant or holder.18
(dd) The information regarding a concealed handgun permit holder or19
applicant has been made public by that concealed handgun permit holder or20
applicant.21
