HOUSE RESOLUTION NO. 184
BY REPRESENTATIVE TIM BURNS
GOVERNMENT ORGANIZATION: Requests the House Committee on House and
Governmental Affairs to study and make recommendations relative to the
organization of the executive branch of state government
A RESOLUTION1
To authorize and request the House Committee on House and Governmental Affairs to2
conduct further study of the organization of the executive branch of state government3
and to report its findings and recommendations to the House of Representatives of4
the Legislature of Louisiana prior to the convening of the 2014 Regular Session of5
the Legislature of Louisiana.6
WHEREAS, House Study Request No. 9 of the 2012 Regular Session requested the7
House Committee on House and Governmental Affairs to study the organization of the8
executive branch of state government and to report its findings and recommendations to the9
House of Representatives; and10
WHEREAS, pursuant to the study request, the chairman of the House Committee on11
House and Governmental Affairs requested detailed written information from officials of12
executive branch departments and agencies to assist the committee in performing its study;13
and14
WHEREAS, the committee held a number of extensive hearings to discuss the15
information received with representatives of the departments and to explore possible16
recommendations for legislation; and17
WHEREAS, the study revealed a number of areas that warrant further consideration18

THEREFORE, BE IT RESOLVED that the House of Representatives of the1
Legislature of Louisiana does hereby authorize and request the House Committee on House2
and Governmental Affairs to conduct further study of the organization of the executive3
branch of state government and to report its findings and recommendations to the House of4
Representatives prior to the convening of the 2014 Regular Session of the Legislature of5
Louisiana.6
BE IT FURTHER RESOLVED that the study shall include, without limitation,7
examination of the following:8
(1) The advisability of expanding the authority of the division of administrative law9
to cover agencies currently exempted from having adjudications conducted by the division10
and agencies whose adjudications are currently only partially being conducted by the11
division.12
(2)  The advisability of the office of mineral resources and the Mineral and Energy13
Board in the Department of Natural Resources administering and managing mineral leases14
for all state departments, agencies, and institutions.15
(3) The advisability of the charitable gaming and alcoholic beverage control16
functions of the Department of Revenue being transferred to public safety services of the17
Department of Public Safety and Corrections.18
(4) The advisability of transferring the state's audit functions relative to19
unemployment insurance taxes to the Department of Revenue.20
(5) The respective functions and capabilities of the State Police Commission and the21
Department of State Civil Service to determine which functions could be consolidated and22
how resources and personnel could best be utilized, particularly as related to testing23
functions and office of management and finance functions.24
(6) The consolidation of reporting of extracted mineral resources, royalty payments,25
and severance taxes.26
(7)  The consolidation of reporting of unemployment and withholding taxes.27
(8) The authority and functions of the state treasurer provided by law, particularly28
R.S. 36:801.3, relative to the four state retirement systems in the Department of the29

(9) The placement of agencies within departments and department oversight and1
control of agencies.2
(10) The centralization and consolidation of management and finance functions3
within each department.4
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted5
to each statewide elected official and the chief executive officer of each department in the6
executive branch of state government.7
