Requests the Department of Health and Hospitals to protect certain hospitals from the negative financial consequences of the closure of the Earl K. Long Medical Center by adequately compensating such hospitals for their increased burden of providing health care to the poor and uninsured residents of the greater Baton Rouge region.
Requests the LSU Health Sciences Center-Shreveport and the Department of Health and Hospitals to study the healthcare needs of the Northeast Louisiana Delta region and to make recommendations to the legislature which would increase the provision of healthcare in that area of the state.

Directs DOA, DHH, and LSU to cease all efforts to privatize state hospitals immediately
Urges and requests the Dept. of Health and Hospitals and the La. Hospital Association to promote and encourage all hospitals and medical clinics that receive state dollars to promote the "Text4baby" initiative
Requires all hospitals to screen uninsured patients for eligibility for public health programs and financial assistance under Medicare and Medicaid.
