HOUSE RESOLUTION NO. 209
BY REPRESENTATIVE JEFFERSON
COMMENDATIONS:  Commends the Gallot family for their many contributions to
Grambling State University, the city of Grambling, and the state of Louisiana
A RESOLUTION1
To commend the Gallot family for their many contributions to Grambling State University,2
the city of Grambling, and the state of Louisiana.3
WHEREAS, Richard Gallot, Sr., Dr. Mildred Gauthier Gallot, and State Senator Rick4
Gallot have made many contributions to Grambling State University, the town of Grambling,5
and the state of Louisiana, and it is appropriate to express a sincere measure of gratitude on6
behalf of the students of Grambling State University and the city of Grambling; and7
WHEREAS, Mr. Richard Gallot, Sr., served as mayor for the city of Grambling from8
1981 until 1984; and9
WHEREAS, Dr. Mildred Gauthier Gallot served as a member of the Board of10
Supervisors for the University of Louisiana System from 2005 until 2011; and11
WHEREAS, Dr. Gallot taught for more than thirty-five years as a professor at12
Grambling State University and served as the chair of the History Department; and13
WHEREAS, Dr. Gallot is the author of "A History of Grambling State University"14
which chronicles the emergence, struggle, and development of Grambling State University15
into one of America's best-known historically black universities; and16
WHEREAS, Dr. Gallot is a member of Alpha Kappa Alpha Sorority, Inc., the17
Louisiana Historical Records Advisory Commission, the Louisiana Historical Association,18
the Ruston-Grambling League of Women Voters, and the American Association of19

WHEREAS, State Senator Rick Gallot served as a member of the Louisiana House1
of Representatives from 2000-2007 and was elected to the Louisiana State Senate in 2011;2
and 3
WHEREAS, in 2007, Dr. Gallot and Senator Gallot were both inducted into the4
Grambling State University Hall of Fame; and5
WHEREAS, Senator Gallot is a graduate of Grambling State University, Southern6
University Law Center, and the Senior Executives in State and Local Government Program7
at the Harvard University John F. Kennedy School of Government; and8
WHEREAS, during his tenure in the House, then Representative Gallot secured the9
funding for the Grambling State University Frederick Hobdy Assembly Center and continues10
to be a fierce advocate for the university and the town of Grambling; and11
 WHEREAS, Richard, Sr., Mildred, and Rick Gallot have been exemplary citizens12
of the city of Grambling for many years, and they merit the highest measure of13
commendation for all of their efforts toward making Grambling a better place to live.14
THEREFORE, BE IT RESOLVED that the House of Representatives of the15
Legislature of Louisiana does hereby commend the Gallot family for their many16
contributions to Grambling State University, the city of Grambling, and the state of17
Louisiana.18
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted19
to the Gallot family.20
