DIGEST
Present law requires that, on or before January 1, 2013, all juvenile detention facilities are to be
licensed pursuant to regulations promulgated by the Department of Children and Family
Services.
Present rules provide extensive licensure requirements and penalties for persons who operate a
juvenile detention facility without a valid license after January 1, 2013.
Proposed law provides that any juvenile detention facility located in a parish with a population
between 23,300 and 23,500 shall be granted a one-year waiver from structural standards from the
date of initial application for licensure.  Authorizes an additional one-year waiver if such facility
has substantially completed construction necessary to attain compliance with the structural
standards.
Proposed law defines "substantially completed construction" as having over 50% of the
construction complete.
Effective upon signature of the governor or lapse of time for gubernatorial action.
