BY SENATOR MORRELL 
LAW ENFORCEMENT.  Requires income from any detail or secondary employment
administered or managed by the city of New Orleans or by the New Orleans Police
Department to be included in the employee's benefits. (gov sig)
AN ACT1
To enact R.S. 33:2339, relative to municipal law enforcement; to require payments for a2
detail or secondary employment to be included in the employee's benefits in certain3
instances; and to provide for related matters.4
Notice of intention to introduce this Act has been published.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 33:2339 is hereby enacted to read as follows:7
ยง2339.  Detail or secondary employment8
Notwithstanding any provision of law to the contrary, if the payment for9
services of an employee of the New Orleans Police Department for a detail or10
secondary employment is administered or managed by the city of New Orleans11
or the New Orleans Police Department, the total amount of such payment12
received by the employee shall be included in any and all benefits which accrue13
to or is earned by or on behalf of such employee.14
Section 2. This Act shall become effective upon signature by the governor or, if not15
signed by the governor, upon expiration of the time for bills to become law without signature16
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If17 SB NO. 159

vetoed by the governor and subsequently approved by the legislature, this Act shall become1
effective on the day following such approval.2

DIGEST
Proposed law provides that notwithstanding any provision of law to the contrary, if the
payment for services of an employee of the New Orleans Police Department (NOPD) for a
detail or secondary employment is administered or managed by the city of New Orleans or
the NOPD, the total amount of such payment received by the employee shall be included in
any and all benefits which accrue to or is earned by or on behalf of such employee.
Effective upon signature of the governor or lapse of time for gubernatorial action.
