DIGEST Riser (SB 178) Proposed law provides that voter registration application forms may be made available to purchasers of firearms at the point of purchase from firearms retailers located in the state. Proposed law defines "firearm retailer" as any retailer who possesses Class 01 Federal Firearms License, and employs 25 or more full-time employees. Proposed law defines "firearm" as any pistol, revolver, rifle or shotgun which is designed to fire or is capable of firing fixed cartridge ammunition or from which a shot or projectile is discharged by an explosive. Proposed law provides that firearm retailers who make voter registration applications available may register with the secretary of state to receive voter registration information and procedures. Effective upon signature of the governor or lapse of time for gubernatorial action. (Adds R.S. 18:118) Summary of Amendments Adopted by Senate Committee Amendments Proposed by Senate Committee on Senate and Governmental Affairs to the original bill 1. Provides that voter registration application forms may be made available to purchasers of firearms at the point of purchase from firearms retailers located in the state. 2. Changes the terms "firearms" and "firearms retailers" to "firearm" and "firearm retailers". 3. Deletes provisions of proposed law relative to the duties of the secretary of state relative to establishment of rules and procedures for implementation of proposed law. 4. Adds a provision to proposed law allowing firearm retailers, who make voter registration applications available, to register with the secretary of state and receive voter registration information and procedures.
