AN ACT1
To amend and reenact R.S. 33:2391, 2471, and 2591 and to enact R.S. 33:2588, relative to2
civil service for cities having a population exceeding one hundred thousand and3
certain cities governed by the municipal fire and police civil service system; to4
provide for the applicability of state civil service provisions in certain circumstances;5
to provide exceptions; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 33:2391, 2471, and 2591 are hereby amended and reenacted and R.S.8
33:2588 is hereby enacted to read as follows: 9
§2391.  Applicability10
A.  This Part applies shall apply to any city having a population exceeding11
one hundred thousand according to the latest regular federal decennial census for12
which the official figures have been made public.13
B. This Part does shall not apply to positions which are covered by Part II14
of this Chapter.15
C.  In the event that the civil service of any city pursuant to this Part is16
determined by a final judgment of a court of competent jurisdiction to not be17
subject to this Part, the civil service of the city shall be subject to the18
jurisdiction of the state civil service system.  The provisions of this Subsection19
shall not apply to any municipality with a population of not less than two20
hundred fifteen thousand persons and not more than three hundred thousand21
persons according to the latest federal decennial census.22

§2471. Applicability 24

and police department and which has a population of not less than thirteen thousand1
nor more than two hundred fifty thousand according to the latest regular federal2
decennial census for which the official figures have been made public.3
B. In the event that the civil service of any municipality pursuant to this4
Part is determined by a final judgment of a court of competent jurisdiction to5
not be subject to this Part, the civil service of the municipality shall be subject6
to the jurisdiction of the state civil service system. The provisions of this7
Subsection shall not apply to any municipality with a population of not less than8
two hundred fifteen thousand persons and not more than three hundred9
thousand persons according to the latest federal decennial census. 10

§2588. Determination that certain constitutional provisions are not applicable12
to city13
In the event that the civil service of any city pursuant to the city civil14
service provisions of Part I of Article X of the Constitution of Louisiana is15
determined by a final judgment of a court of competent jurisdiction to not be16
subject to such provisions, the civil service of the city shall be subject to the17
jurisdiction of the state civil service system.18

§2591.  System of classified service 20
A. There is created in every municipality having a population between21
250,000 and 500,000 two hundred fifty thousand and five hundred thousand a22
classified civil service embracing the positions of employment, the officers and the23
employees of the fire and police services. The classified civil service herein24
provided for shall be established, operated and governed in all respects solely by the25
provisions of Section 15.1 of Article XIV of the Constitution of Louisiana.26
B. In the event that the civil service of any municipality pursuant to this27
Part is determined by a final judgment of a court of competent jurisdiction to28
not be subject to this Part, the civil service of the municipality shall be subject29
