COLLEGES/UNIVERSITIES. Enacts Board Scholarship Reporting Act relative to
scholarships awarded by members of higher education management boards. (gov sig)
AN ACT1
To enact R.S. 17:1608, relative to higher education management boards; to provide relative2
to scholarships awarded by members of higher education management boards; to3
provide certain terms, conditions, procedures, prohibitions, and requirements; to4
provide certain reporting requirements; to provide for reference and citation as the5
Board Scholarship Reporting Act; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:1608 is hereby enacted to read as follows:8
ยง1608. Scholarship awarded by member of higher education management9
board; report10
A. The chief executive officer of each higher education management11
board shall annually report to the legislature every scholarship awarded by a12
member of the management board.13
B. The report shall be submitted electronically to the president of the14
Senate and speaker of the House of Representatives no later than July first of15
each year. The report shall be a public record. The management board shall16
contemporaneously make the report available on its website for public17 SB NO. 31

inspection.1
C. The report shall provide the name of each scholarship recipient, the2
name of the board member making the award, whether such scholarship3
consists of a waiver of tuition or a cash award, or both, and the annual dollar4
value of the scholarship. If the scholarship includes a cash award, the source of5
such funds shall be identified.6
D. The information submitted in the report shall be considered directory7
information by each institution of higher education within each management8
board. No personally identifiable information in educational records shall be9
submitted in the report.10
E. The failure to submit the report required by this Section shall suspend11
the power of all members of the management board to award any further such12
scholarships until the report has been submitted as required.13
F. The provisions of this Section shall be known and may be cited as the14
Board Scholarship Reporting Act.15
Section 2. This Act shall become effective upon signature by the governor or, if not16
signed by the governor, upon expiration of the time for bills to become law without signature17
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If18
vetoed by the governor and subsequently approved by the legislature, this Act shall become19
effective on the day following such approval.20

Proposed law enacts Board Scholarship Reporting Act.
Proposed law provides that the chief executive officer of each higher education management

management board. Provides that such report shall be submitted electronically to the
President of the Senate and speaker of the House of Representatives no later than July 1st
of each year. The report shall be a public record. The management board shall
