COLLEGES/UNIVERSITIES. Enacts the Board Scholarship Reporting Act relative to
scholarships awarded by members of postsecondary education management boards.

AN ACT1
To enact R.S. 17:1608, relative to postsecondary education management boards; to provide2
relative to scholarships awarded by members of postsecondary education3
management boards; to provide certain terms, conditions, procedures, prohibitions,4
and requirements; to provide certain reporting requirements; to provide for reference5
and citation as the Board Scholarship Reporting Act; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 17:1608 is hereby enacted to read as follows:9
ยง1608. Scholarship awarded by member of postsecondary education10
management board; report11
A. The chief executive officer of each postsecondary education12
management board shall annually report to the legislature every scholarship13
awarded by a member of the management board for the preceding academic14
year.15
B. The report shall be submitted electronically to the president of the16
Senate and the speaker of the House of Representatives no later than July first17 SB NO. 31

of each year. The report shall be a public record. The management board shall1
contemporaneously make the report available on its website for public2
inspection.3
C. The report shall provide the name of each scholarship recipient, the4
name of the board member making the award, whether such scholarship5
consists of a waiver of tuition or a cash award, or both, and the annual dollar6
value of the scholarship. If the scholarship includes a cash award, the source of7
such funds shall be identified.8
D. The information included in the report shall be considered directory9
information by each institution of postsecondary education. No personally10
identifiable information in educational records shall be included in the report.11
E. The failure to submit the report required by this Section shall suspend12
the power of all members of the management board to award any further such13
scholarships until the report has been submitted as required.14
F. The provisions of this Section shall be known and may be cited as the15
Board Scholarship Reporting Act.16
Section 2. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21
