AN ACT1 To enact R.S. 17:1608, relative to public postsecondary education management boards; to2 provide relative to scholarships awarded by members of public postsecondary3 education management boards; to provide certain terms, conditions, procedures,4 prohibitions, and requirements; to provide certain reporting requirements; to provide5 for reference and citation as the Board Scholarship Reporting Act; and to provide for6 related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 17:1608 is hereby enacted to read as follows:9 ยง1608. Scholarship awarded by members of public postsecondary education10 management boards; report11 A. The chief executive officer of each public postsecondary education12 management board shall annually report to the legislature every scholarship13 awarded by a member of the management board for the preceding academic14 year.15 B. The report shall be submitted electronically to the president of the16 Senate and the speaker of the House of Representatives no later than August17 first of each year. The report shall be a public record. The management board18 shall contemporaneously make the report available on its website for public19 inspection.20 C. If the scholarship includes a cash award, the source of2 such funds shall be identified.3 D. The information included in the report shall be considered directory4 information as defined by the federal Family Educational Rights and Privacy5 Act, without further limitation by the public postsecondary institution. No other6 personally identifiable information in the student educational records of a7 scholarship recipient shall be included in the report, unless authorized by such8 federal act.9 E. The failure to submit the report required by this Section shall suspend10 the power of all members of the management board to further award any such11 scholarships until the report has been submitted as required.12 F. The provisions of this Section shall be known and may be cited as the13 Board Scholarship Reporting Act.14 Section 2. This Act shall become effective upon signature by the governor or, if not15 signed by the governor, upon expiration of the time for bills to become law without signature16 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
