Provides for health action plans by the Department of Health and Hospitals. (gov sig) AN ACT1 To enact Chapter 46-A of Title 46 of the Louisiana Revised Statutes of 1950, to be2 comprised of R.S. 46:2616 and 2617, relative to annual health action plans prepared3 by the Department of Health and Hospitals; to provide for a diabetes annual action4 plan; to provide for an obesity annual action plan; to provide for the preparation and5 submission requirements; to provide for the required content of the action plans; and6 to provide for related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. Chapter 46-A of Title 46 of the Louisiana Revised Statutes of 1950,9 comprised of R.S. 46:2616 and 2617, is hereby enacted to read as follows:10 CHAPTER 46-A. HEALTH ACTION PLANS11 §2616. Diabetes annual action plan; submission; content12 The Department of Health and Hospitals shall submit an action plan,13 after consulting with and receiving comments from the medical director of each14 of the contracted Medicaid partners, to the Senate Committee on Health and15 Welfare and the House Committee on Health and Welfare no later than16 February first of each year on the following:17 SB NO. 35 SLS 13RS-298 ORIGINAL Page 2 of 5 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. (1) The financial impact and reach diabetes of all types is having on the1 state of Louisiana and its residents. Items in this assessment shall include the2 number of lives with diabetes covered by Medicaid through the Department of3 Health and Hospitals and its contracted partners, the number of lives with4 diabetes impacted by the prevention and diabetes control programs5 implemented by the department and its contracted partners, the financial cost6 diabetes and its complications places on the department and its contracted7 partners, and the financial cost diabetes and its complications places on the8 department and its contracted partners in comparison to other chronic diseases9 and conditions.10 (2) An assessment of the benefits of implemented programs and activities11 aimed at controlling diabetes and preventing the disease.12 (3) A description of the level of coordination existing between the13 Department of Health and Hospitals, its contracted partners, and other14 stakeholders on activities, programmatic activities, and the level of15 communication on managing, treating, or preventing all forms of diabetes and16 its complications.17 (4) The development of a detailed action plan for battling diabetes with18 a range of actionable items. The plan shall identify proposed action steps to19 reduce the impact of diabetes, prediabetes, and related diabetes complications.20 The plan shall identify expected outcomes of the action steps proposed while21 establishing benchmarks for controlling and preventing diabetes.22 (5) The development of a detailed budget blueprint identifying needs,23 costs, and resources to implement the plan identified in Paragraph (4) of this24 Section.25 §2617.
