PORTS/HARBORS/TERMINALS.  Expands the jurisdiction of the Louisiana International
Deep Water Gulf Transfer Terminal Authority. (8/1/13)
AN ACT1
To amend and reenact R.S. 34:3493(A)(1), relative to the Louisiana International Deep2
Water Gulf Transfer Terminal Authority; to provide relative to the powers and duties3
of the authority; to provide relative to the jurisdiction of the authority; and to provide4
for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 34:3493(A)(1) is hereby amended and reenacted to read as follows:7
ยง3493. Jurisdiction; domicile8
A.(1) The Louisiana International Deep Water Gulf Transfer Terminal9
Authority shall have only that exclusive jurisdiction as provided herein over a10
structure, a series of structures, or a facility constructed after July 1, 2008, at the11
lower end of the east bank at Southwest Pass in Plaquemines Parish on state owned12
property, beginning at latitude 28.929 28.934856 degrees; longitude 89.40513
89.398368 degrees then east to latitude 28.924 28.929035 degrees; longitude 89.39914
89.390547 then south to latitude 28.916 28.915113 degrees; longitude 89.40615
89.403934 degrees then west to latitude 28.922 28.920933 degrees; longitude 89.41316

accommodate deep draft container vessels and their cargoes, including all intermodal1
structures, property, and equipment used for transportation, and facilities directly2
related thereto and necessary or useful to the operation thereof, whether landward,3
onshore, or seaward of the main structures or facilities themselves, including any4
facility which is part of a gulf transfer container terminal.5

Present law provides relative to the LA International Deep Water Gulf Transfer Terminal
Authority.  Present law further provides for the jurisdiction of the authority over a structure,
a series of structures, or a facility constructed after 8/1/2008 in Plaquemines Parish within
certain coordinates.
Proposed law retains present law and expands the jurisdiction of authority as follows:
