Authorizes a checkoff for a donation to Hunters for the Hungry when purchasing a fishing or hunting license. (gov sig) AN ACT1 To enact R.S. 56:644, relative to fishing and hunting license; to authorize a checkoff for a2 donation to Hunters for the Hungry; to create the Hunters for the Hungry Account;3 to provide for the deposit of donated monies into the account; to provide for the4 administration and use of monies in the account; to provide for oversight by the5 legislative auditor; to provide for certain terms, conditions, and requirements; and6 to provide for related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 56:644 is hereby enacted to read as follows:9 ยง644. Fishing and hunting license checkoff; donation for Hunters for the10 Hungry11 A. Every individual who purchases a fishing and hunting license may12 donate to Hunters for the Hungry. The donation shall be made at the time of13 the purchase of the license and shall be made upon the license form as14 prescribed by the secretary.15 B. There is hereby created within the Conservation Fund a special16 account known as the "Hunters for Hungry Account". The account shall2 be administered by the treasurer who shall every three months remit the3 balance of the monies in the account to the Louisiana Wildlife and Fisheries4 Foundation. Upon request by a director of Hunters for the Hungry, the5 Louisiana Wildlife and Fisheries Foundation shall remit the requested amount6 to Hunters for the Hungry. No donation made under the provisions of this7 section shall be invalid for want of an authentic act.8 C. No more than five percent of the monies in the account shall be used9 by the Louisiana Wildlife and Fisheries Foundation and Hunters for the Hungry10 for administrative costs. The remaining ninety-five percent balance shall be11 used solely by Hunters for the Hungry to pay for the processing and distribution12 of meats when the meats shall be used by a not-for-profit entity or a charitable13 organization in food or meal distribution at no cost to an individual.14 D. All monies used pursuant to the Hunters for the Hungry Account shall15 be subject to audit by the legislative auditor.16 E. At the end of the calendar year, the Louisiana Wildlife and Fisheries17 Foundation and Hunters for the Hungry shall each submit to the House Natural18 Resources and Environment Committee and the Senate Committee on Natural19 Resources a report that at a minimum contains a detailed explanation of the20 revenues and expenditures of the account, as well as a description of the21 organization's activities related to the account. DIGEST Proposed law provides that individuals who purchase fishing and hunting licenses have the option of making a donation to Hunters for the Hungry at the time of purchase of the license and upon the form prescribed by the secretary. Proposed law establishes the Hunters for the Hungry Account within the Conservation Fund and provides that all donations be deposited in the account. Proposed law provides that every three months the treasurer must remit the balance of the account to the Louisiana Wildlife and Fisheries Foundation. Further provides that upon the request by a director of Hunters for the Hungry, the foundation shall remit to Hunters for the Hungry the amount of money requested. Proposed law provides that no more than five percent of the monies in the account may be used for administrative costs and the remaining ninety-five percent must be used solely by Hunters for the Hungry for the processing and delivery of meats by not-for-profit or charitable organizations. Proposed law provides that all monies used in the account will be subject to oversight by the legislative auditor. Proposed law provides that at the end of each calendar year, the Louisiana Wildlife and Fisheries Foundation and Hunters for the Hungry must each submit to the House Natural Resources and Environment Committee and the Senate Committee on Natural Resources a report detailing the revenue and expenditures of the account and a description of the organization's activities related to the account.
