POSTSECONDARY ED. Provides for the awarding and transfer of college credit for
academic content in career and technical and industry-based certification courses. (gov sig)
AN ACT1
To enact R.S. 17:3162(D), 3165.1 and 3168(5), relative to the transfer and articulation of2
postsecondary academic credits; to provide for the awarding and transfer of college3
credit for the academic content of career and technical and industry-based4
certification courses; to provide for the responsibilities and duties of the Statewide5
Articulation and Transfer Council and the Board of Supervisors of Community and6
Technical Colleges; to provide for reporting; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 17:3162(D), 3165.1 and 3168(5) are hereby enacted to read as9
follows:10
§3162. Statewide Articulation and Transfer Council; creation; purpose; membership;11
duties and responsibilities12

D. The council, with appropriate consultation and collaboration with the14
Board of Supervisors of Community and Technical Colleges, shall oversee the15
development and implementation of a process to award and transfer college16
credit for the academic content embedded in career and technical education and17 SB NO. 93

industry-based certification courses as provided in R.S. 17:3165.1.1

§3165.1. Academic transfer modules; career and technical education and3
industry-based certification courses4
A. To provide a career pathway between career and technical education5
and industry-based certification programs and academic degree programs6
offered by public community colleges, the Board of Supervisors of Community7
and Technical Colleges shall establish a process to recognize the academic8
content embedded in career and technical education and industry-based9
certification courses, award college-level credit for such content, and guarantee10
the transfer of such credit to any public state community college.11
B.  The board shall:12
(1) Develop "academic transfer modules" to recognize the academic13
content embedded in career and technical education and industry-based14
certification courses which can be applied to award a student with partial or full15
credit in an equivalent academic course offered by any public state community16
college.17
(a) The content of each academic transfer module may be contained in18
a single course or a sequence of courses.19
(b) Each academic transfer module shall be equal to at least one college20
credit hour and modules can be combined to become the academic equivalent21
of a complete academic college course.22
(2) Align the content contained in each academic transfer module with23
the content standards and learning competencies established for the equivalent24
academic college course to which the module will be applied.25
(3) Develop testing, as necessary, to validate the content of each26
academic transfer module to ensure its academic equivalency to the college27
course to which the module will be applied.28

banked until such time as the student enrolls in an academic degree program1
offered by a public state community college and such modules can be2
transferred for academic college credit.3
(5) Ensure that career and technical education and industry-based4
certification course instructors are trained and meet the standards required for5
such courses and course work to be eligible for transfer for college credit.6
(6) Collaborate and coordinate with the State Board of Elementary and7
Secondary Education to ensure that students enrolled in postsecondary career8
and technical education and industry-based certification courses offered9
through local public school systems and secondary schools shall also be eligible10
to earn academic transfer modules pursuant to the provisions of this Section.11
(7) Submit the individual academic transfer modules and the process12
developed to transfer the postsecondary credit earned through such modules to13
the receiving community college to the Statewide Articulation and Transfer14
Council for consideration and recommendations. With the approval of the15
council, the board shall submit the proposed transfer process to the Board of16
Regents for approval prior to implementation.17
C. The Board of Supervisors of Community and Technical Colleges shall18
submit a written report to the Senate Committee on Education and the House19
Committee on Education, not later than September thirtieth of each year,20
regarding the status of the implementation of the academic transfer module21
process as provided by this Section.22

§3168. Reporting24
 The Board of Regents shall submit a written report to the Senate and House25
committees on education, not later than September thirtieth of each year, on the26
status of statewide articulation and transfer of credit across all educational27
institutions in Louisiana as provided in this Chapter. Such report shall, at a28

(5)  The status of the implementation of the academic transfer module2
process developed pursuant to R.S. 17:3165.1.3
Section 2. This Act shall become effective upon signature by the governor or, if not4
signed by the governor, upon expiration of the time for bills to become law without signature5
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If6
vetoed by the governor and subsequently approved by the legislature, this Act shall become7
effective on the day following such approval.8

Present law provides for the seamless transfer of credits between and among public
secondary and postsecondary educational institutions and charges the Statewide Articulation
and Transfer Council (SATC) with the responsibility to coordinate, oversee, and monitor
transfer and articulation activities.
Proposed law retains present law and additionally requires SATC, in consultation and
collaboration with the Bd. of Supervisors of Community and Technical Colleges, to oversee
the development and implementation of a process to award and transfer college credit for
the academic content embedded in career and technical education and industry-based
certification courses.
Proposed law requires the Bd. of Supervisors of Community and Technical Colleges to
develop "academic transfer modules" to recognize the academic content embedded in career
and technical education and industry-based certification courses which can be applied to
award a student with partial or full credit in an equivalent academic course offered by any
public state community college.
Proposed law provides that the content of each academic transfer module may be contained
in a single course or a sequence of courses. Further provides that each academic transfer
module shall be equal to at least one college credit hour and that modules can be combined
to become the academic equivalent of a complete academic college course.
Proposed law further requires the Bd. of Supervisors of Community and Technical Colleges
to:
(1)Align the content contained in each academic transfer module with the content
standards and learning competencies established for the equivalent academic college

(2)Develop testing, as necessary, to validate the content of each academic transfer
module to ensure its academic equivalency to the college course to which the module

(3)Develop a process whereby academic transfer modules may be banked until such

community college and such modules can be transferred for academic college credit.
(4)Ensure that career and technical education and industry-based certification course

Education (BESE) to ensure that students enrolled in postsecondary career and
technical education and industry-based certification courses offered through local

transfer modules.
(6)Submit the individual academic transfer modules and the process developed to
transfer the postsecondary credit earned through such modules to the receiving
community college to SATC for consideration and recommendations. With SATC
approval, the board shall submit the proposed transfer process to the Board of
Regents for approval prior to implementation.
Proposed law requires the Bd. of Supervisors of Community and Technical Colleges to
submit a written report to the Senate and House committees on education, not later than
September thirtieth of each year, regarding the status of the implementation of the academic
transfer module process.
Present law requires the Board of Regents to annually report to the Senate and House
committees on education regarding the status of statewide articulation and transfer of credit
across all educational institutions in the state and specifies the data to be included in the
report.
Proposed law retains present law and additionally provides that such report include the status
of the implementation of the academic transfer module process developed pursuant to
proposed law.
Effective upon signature of the governor or lapse of time for gubernatorial action.
