Page 1 of 2 Regular Session, 2013 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 114 BY SENATOR AMEDEE A CONCURRENT RESOLUTI ON To urge and request the Senate Committee on Senate and Governmental Affairs and the House Committee on House and Governmental Affairs to meet and function as a joint committee to study the issues relative to the merger of one or more state departments. WHEREAS, Article IV, Section 1(B) of the Louisiana Constitution limits the number of executive branch departments to no more than twenty departments; and WHEREAS, for several years, the state has been wrestling with yearly budget deficits and mid-year budget cuts; and WHEREAS, higher education and health care have suffered the brunt of these mid- year budget reductions; and WHEREAS, the legislature is obligated to find further efficiencies, savings, and methods to streamline state programs and services. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Senate Committee on Senate and Governmental Affairs and the House Committee on House and Governmental Affairs to meet and function as a joint committee to study the issues relative to the merger of one or more state departments. BE IT FURTHER RESOLVED that the joint committee shall specifically solicit input, recommendations, and advice from the following: (1)The governor. (2)The commissioner of administration. (3)The State Civil Service Commission. (4)The head of each department in the executive branch of state government. (5)The president of the Senate. (6)The speaker of the House of Representatives. SCR NO. 114 ENROLLED Page 2 of 2 BE IT FURTHER RESOLVED that the joint committee shall report its findings to the legislature no later than February 1, 2014. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the governor, the commissioner of administration, the State Civil Service Commission, and the head of each department in the executive branch of state government.
