SENATE CONCURRENT RESOLUTI ON NO. 12
BY SENATORS AMEDEE AND WALSWORTH 
COMMITTEE STUDIES.  Creates the State Capitol Complex Task Force.
A CONCURRENT RESOLUTI ON1
To create the State Capitol Complex Task Force to study and make recommendations to the2
legislature for the capitol park with respect to the state capitol building, traffic3
congestion, Capitol Lake, and the surrounding infrastructure.4
WHEREAS, the capitol park means the area in the city of Baton Rouge containing5
the state capitol building and bounded on the south by Main Street, on the west by the6
Mississippi River, on the north by Choctaw Drive, and on the east by the Kansas City7
Southern Railway tracks; and8
WHEREAS, with the development of the capitol park and location and relocation of9
state buildings, state agencies, offices and private businesses, this area has garnered a10
tremendous influx of traffic; and11
WHEREAS, the area surrounding Third Street, State Capitol Drive, and Capitol Lake12
are of particular concern and requires a strategic plan to alleviate traffic congestion.13
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby14
create the Capitol Complex Task Force to study and make recommendations to the15
legislature for the capitol park, with respect to the state capitol building, traffic congestion,16
Capitol Lake, and the surrounding infrastructure.17

BE IT FURTHER RESOLVED that the Capitol Complex Task Force shall be1
composed of the following persons or their designees:2
(1) The chairman of the Senate Committee on Transportation, Highways and Public3
Works.4
(2) The chairman of the House Committee on Transportation, Highways and Public5
Works.6
(3)  The chairman of the Senate Committee on Environmental Quality.7
(4)  The chairman of the Senate Select Committee on Homeland Security.8
(5)  The chairman of the House Select Committee on Homeland Security.9
(6)  The secretary of the Department of Transportation and Development.10
(7)  The secretary of the Department of Natural Resources.11
(8)  The secretary of the Department of Environmental Quality.12
(9)  The director of the office of state buildings.13
(10) The director of the office of facility planning and control within the division of14
administration.15
BE IT FURTHER RESOLVED that the task force shall convene no later than16
September 1, 2013, and at the first meeting, the task force shall elect a chair who shall be17
responsible for calling all subsequent meetings and electing such other officers as it deems18
appropriate. The majority of the total membership shall constitute a quorum and any official19
action of the task force shall require a vote of a majority of the quorum presenting and20
voting.21
BE IT FURTHER RESOLVED that the members of the task force shall serve22
without compensation, except per diem or expense reimbursement to which they may be23
individually entitled as members of their respective organizations.24
BE IT FURTHER RESOLVED that the task force shall report its findings, together25
with recommendations for action, to the Joint Legislative Committee on the Budget no later26
than March 1, 2014, and shall report annually to the legislature.27
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the28
chairman of the Senate Committee on Transportation, Highways and Public Works, the29
chairman of the House Committee on Transportation, Highways and Public Works, the30 SCR NO. 12

chairman of the Senate Committee on Environmental Quality, the chairman of the Senate1
Select Committee on Homeland Security, the chairman of the House Select Committee on2
Homeland Security, the secretary of the Department of Transportation and Development, the3
secretary of the Department of Natural Resources, the secretary of the Department of4
Environmental Quality, the director of the office of state buildings, and the director of the5
office of facility planning and control within the division of administration.6
