A CONCURRENT RESOLUTI ON1 To create the State Capitol Complex Task Force to study and make recommendations to the2 legislature for the capitol park with respect to the state capitol building, traffic3 congestion, Capitol Lake, and the surrounding infrastructure.4 WHEREAS, the capitol park means the area in the city of Baton Rouge containing5 the state capitol building and bounded on the south by Main Street, on the west by the6 Mississippi River, on the north by Choctaw Drive, and on the east by the Kansas City7 Southern Railway tracks; and8 WHEREAS, with the development of the capitol park and location and relocation of9 state buildings, state agencies, offices and private businesses, this area has garnered a10 tremendous influx of traffic; and11 WHEREAS, the area surrounding Third Street, State Capitol Drive, and Capitol Lake12 are of particular concern and requires a strategic plan to alleviate traffic congestion.13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby14 create the Capitol Complex Task Force to study and make recommendations to the15 legislature for the capitol park, with respect to the state capitol building, traffic congestion,16 Capitol Lake, and the surrounding infrastructure.17 BE IT FURTHER RESOLVED that the Capitol Complex Task Force shall be18 SCR NO. 12 SLS 13RS-396 ENGROSSED Page 2 of 3 composed of the following persons or their designees:1 (1) The chairman of the Senate Committee on Transportation, Highways and Public2 Works.3 (2) The chairman of the House Committee on Transportation, Highways and Public4 Works.5 (3) The chairman of the Senate Committee on Environmental Quality.6 (4) The chairman of the Senate Select Committee on Homeland Security.7 (5) The chairman of the House Select Committee on Homeland Security.8 (6) The secretary of the Department of Transportation and Development.9 (7) The secretary of the Department of Natural Resources.10 (8) The secretary of the Department of Environmental Quality.11 (9) The director of the office of state buildings.12 (10) The director of the office of facility planning and control within the division of13 administration.14 (11) The director of the Downtown Development District of the City of Baton Rouge.15 (12) The director of the Department of Public Works for East Baton Rouge Parish.16 BE IT FURTHER RESOLVED that the task force shall convene no later than17 September 1, 2013, and at the first meeting, the task force shall elect a chair who shall be18 responsible for calling all subsequent meetings and electing such other officers as it deems19 appropriate. The majority of the total membership shall constitute a quorum and any official20 action of the task force shall require a vote of a majority of the quorum presenting and21 voting.22 BE IT FURTHER RESOLVED that the members of the task force shall serve23 without compensation, except per diem or expense reimbursement to which they may be24 individually entitled as members of their respective organizations.25 BE IT FURTHER RESOLVED that the task force shall report its findings, together26 with recommendations for action, to the Joint Legislative Committee on the Budget no later27 than March 1, 2014, and shall report annually to the legislature.28 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the29 chairman of the Senate Committee on Transportation, Highways and Public Works, the30 SCR NO. 12 SLS 13RS-396 ENGROSSED Page 3 of 3 chairman of the House Committee on Transportation, Highways and Public Works, the1 chairman of the Senate Committee on Environmental Quality, the chairman of the Senate2 Select Committee on Homeland Security, the chairman of the House Select Committee on3 Homeland Security, the secretary of the Department of Transportation and Development, the4 secretary of the Department of Natural Resources, the secretary of the Department of5 Environmental Quality, the director of the office of state buildings, and the director of the6 office of facility planning and control within the division of administration.7 The original instrument was prepared by Bobbie Hunter.
