SENATE CONCURRENT RESOLUTI ON NO. 67

COMMENDATIONS. Commends STARC for its more than forty years of serving its
community.
A CONCURRENT RESOLUTI ON1
To commend STARC of St. Tammany Parish for more than forty years of helping people2
with developmental disabilities.3
WHEREAS, STARC, the acronym for "St. Tammany Association for Retarded4
Citizens", is a private non-profit agency dedicated to providing a lifetime of services to5
citizens in its service area who have developmental disabilities; and6
WHEREAS, STARC has been serving the developmentally disabled in its service7
area since its inception in 1972, beginning with only three clients and today serving more8
than twelve hundred individuals and their families; and9
WHEREAS, STARC focuses on helping people with developmental disabilities10
reach their potential as independent, contributing members of their community; and11
WHEREAS, from providing therapeutic treatment from day care to job training,12
STARC has grown over the years in its efforts to build independence in those with13
developmental disabilities in St. Tammany Parish, as well as offering limited services in14
Livingston, St. Helena, Tangipahoa, and Washington parishes; and15
WHEREAS, STARC offers multiple programs aimed at serving infants, toddlers,16
children, young men and women, and the elderly; and17
WHEREAS, through special programs, support, and nurturing, STARC strives to18 SCR NO. 67

help the developmentally disabled in its service area of southeast Louisiana, equipping them1
to lead meaningful, productive, and fulfilling lives; and2
WHEREAS, STARC programs are aimed at developing skills that enable those with3
developmental disabilities to gain independence and to live productive and meaningful lives.4
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby5
commend STARC of St. Tammany Parish for more than forty years of helping people with6
developmental disabilities.7
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Mr.8
Steve Duverney, president of the board of STARC for 2012-2013.9
