SENATE CONCURRENT RESOLUTI ON NO. 84
BY SENATOR GARY SMITH AND REPRESENTATIVE MILLER 
COMMENDATIONS.  Commends the St. Charles Herald-Guide for being named
Newspaper of the Year in Division 4 by the Louisiana Press Association at its annual
convention.
A CONCURRENT RESOLUTI ON1
To commend the St. Charles Herald-Guide for being named Newspaper of the Year in2
Division 4 by the Louisiana Press Association at its annual convention.3
WHEREAS, the one hundred thirty-third annual convention of the Louisiana Press4
Association was held in Baton Rouge on Saturday, April 20, 2013; and5
WHEREAS, throughout 2012, the Louisiana Press Association held the Better6
Newspaper Editorial competition and the Better Newspaper Advertising competition; and7
WHEREAS, the designation of Newspaper of the Year is based on the number of8
points earned in the competitions with seventy-four newspapers, publications, and college9
and university student newspapers having submitted three thousand five hundred sixty-one10
entries; and11
WHEREAS, the editorial competition included entries ranging from news story12
writing to graphic design, and the advertising competition entries were judged based on13
design, creativity, and effectiveness; and14
WHEREAS, the St. Charles Herald-Guide took home fourteen awards including15
Newspaper of the Year in Division 4, General Excellence, Best Sports Coverage, and Best16
Front Page, and third place in the Best News Coverage category; and17
WHEREAS, St. Charles Herald-Guide editor, Jonathan Menard, captured first and18 SCR NO. 84

second place honors in Best Sports Photo, as well as honorable mention in Best Headline and1
Best Sports Story; and2
WHEREAS, lifestyles editor Kyle Barnett finished second in Best News Story for3
his article on the rise of heroin in St. Charles Parish, and outdoor reporter Bruce McDonald4
received third place in the same category for his article about fishermen who were struck by5
lightning on Lake Cataouatche; and6
WHEREAS, the St. Charles Herald-Guide won four awards for its advertising in7
2012 with graphic designer, Alissa Zeringue, winning first and second place for Best In-8
Paper Promotion, third place for Best Staff Generated - Black and White Ad, and honorable9
mention for Best Staff Generated Color Ad; and10
WHEREAS, community newspapers such as the St. Charles Herald-Guide are vital11
in providing in-depth local news coverage and a forum for residents to communicate with12
each other and remain connected to their community.13
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby14
commend and congratulate the St. Charles Herald-Guide for being named Newspaper of the15
Year in Division 4 by the Louisiana Press Association at its 2012 annual convention.16
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the17
editor of the St. Charles Herald-Guide, Jonathan Menard.18
