Requests study of the feasibility of proposing a Transportation Infrastructure Model for Economic Development 2 (TIMED 2) program for the state. A CONCURRENT STUDY REQUEST1 To the Senate Committee on Transportation, Highways, and Public Works and the House2 Committee on Transportation, Highways, and Public Works to meet and to function3 as a joint committee to study the feasibility of proposing a Transportation4 Infrastructure Model for Economic Development 2 (TIMED 2) program for the state.5 WHEREAS, Act 16 of the 1 st Extraordinary Session of the 1989 Louisiana6 Legislature, effective January 1, 1990, enacted the Transportation Infrastructure Model for7 Economic Development (TIMED) program through the Department of Transportation and8 Development; and9 WHEREAS, the Act levies a tax of four cents per gallon on all gasoline, diesel fuels,10 and special fuels presently taxed in addition to any other tax imposed on gasoline, diesel11 fuel, and special fuels to provide dedicated funds exclusively to construct certain specifically12 listed projects in the state; and13 WHEREAS, approved by vote of the people of Louisiana, the TIMED Program is14 the largest single transportation program in state history with a goal to provide jobs to15 Louisiana's residents and enhance economic development through investment in16 transportation projects; and 17 WHEREAS, the TIMED program includes widening 536 miles of state highways to18 SCSR NO. 1 SLS 13RS-491 ORIGINAL Page 2 of 3 four lanes on eleven project corridors, widening or new construction on three major bridges,1 and improvements at both the Port of New Orleans and the Louis Armstrong International2 Airport; and3 WHEREAS, the multibillion dollar TIMED program is quickly progressing to4 completion; and5 WHEREAS, continued development, construction, improvement, and expansion of6 an efficient, safe, and well-maintained intermodal transportation system is essential to7 provide jobs, promote Louisiana's economic growth and the ability of business and industry8 to compete in regional, national, and international markets, and to provide a high quality of9 life for the people of this state; and10 WHEREAS, input from community leaders through community outreach in11 coordination with the Department of Transportation and Development and local12 transportation planning groups is essential to develop a proposed TIMED 2 program; and13 WHEREAS, available state and federal funds are not keeping pace with the state's14 growing transportation system needs; and15 WHEREAS, a TIMED 2 program has been suggested by some community leaders16 as a means to provide needed transportation projects and additional funding dedicated to17 their construction subject to a vote of the people.18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana requests that19 the Senate Committee on Transportation, Highways, and Public Works and the House20 Committee on Transportation, Highways, and Public Works meet and function as a joint21 committee to study the feasibility of proposing a Transportation Infrastructure Model for22 Economic Development 2 (TIMED 2) program for the state. 23 BE IT FURTHER RESOLVED that a copy of this Study Request shall be transmitted24 to the secretary of the Department of Transportation and Development.25 SCSR NO. 1 SLS 13RS-491 ORIGINAL Page 3 of 3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Sharon F.
