Requests the Senate Committee on Local and Municipal Affairs to study the laws applicable to local public entities in the purchase of vehicles for law enforcement purposes. A RESOLUTION1 To urge and request the Senate Committee on Local and Municipal Affairs to study the laws2 applicable to local public entities in the purchase of vehicles for law enforcement3 purposes.4 WHEREAS, local public entities that utilize police vehicle patrols generally have a5 proportionally lower crime rate than communities that do not use such a process; and6 WHEREAS, it is very important that law enforcement officers have vehicles with7 peak performance, cutting edge safety features, impressive cargo capacity and efficient8 ownership cost; and9 WHEREAS, competitive bidding is a widely used procurement method; and10 WHEREAS, with competitive bidding the customer can wait a long period of time11 for products or services that may be required quickly; and12 WHEREAS, R.S. 38:2212.1(A)(2)(a) allows a local governmental unit to purchase13 a used or new motor vehicle for conversion into a law enforcement vehicle without the14 purchase being let for bid as long as the purchase does not exceed twenty thousand dollars;15 and16 WHEREAS, laws such as R.S. 38:2212.1(A)(2)(a) should be studied to determine17 whether the state should revise such statute so the threshold amount be more reflective of18 SR NO. 39 SLS 13RS-581 ORIGINAL Page 2 of 2 data found in the United States Bureau of Labor Statistic's Consumer Price Index for1 similarly-situated purchases.2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana3 does hereby urge and request the Senate Committee on Local and Municipal Affairs to study4 the laws applicable to local public entities in the purchase of vehicles for law enforcement5 purposes.6 BE IT FURTHER RESOLVED that the committee shall submit a written report of7 its findings, together with any proposed legislation, to the Senate not later than February 1,8 2014.9 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by James Benton.
