SENATE RESOLUTION NO. 42
BY SENATOR PETERSON
GOVERNOR. Denounces the executive budget and requests the governor to restore funds
to the New Orleans Exhibition Hall Authority - Morial Convention Center.
A RESOLUTION1
To denounce the Governor's Executive Budget for sweeping one hundred million dollars2
from the Morial Convention Center and to urge and request the Governor to restore3
these funds and support responsible budgeting through the use of stable, reoccurring4
funds and avoiding the reliance on one-time fund raids.5
WHEREAS, the New Orleans Exhibition Hall Authority - Morial Convention Center6
receives considerable proceeds from a tax on the sale of hotel and motel rooms in the City7
of New Orleans; and8
WHEREAS, the volume of hotel sales is concurrent with the overall health of the9
tourism and convention industry; and10
WHEREAS, the tourism and convention industry as a whole is a dynamic engine of11
economic growth, empowerment, and innovation for the entire New Orleans region,12
providing jobs and opportunities for thousands of Louisianians; and13
WHEREAS, New Orleans' tourism industry welcomed 9.01 million visitors in 2012,14
record numbers not seen by the city in nearly ten years; and15
WHEREAS, the growth of tourism, and the hotel/motel tax revenue it creates, is the16
result of the dedicated, cooperative efforts of tourism professionals, local public officials,17
entrepreneurs, businesses and citizens in and around New Orleans; and18 SR NO. 42

WHEREAS, the Governor's executive budget takes one hundred million dollars of1
reserve funds accumulated through revenues culled from the success of New Orleans'2
tourism market and reallocates those dollars for regular state government functions in3
regions outside of the New Orleans region.4
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana5
does hereby denounce the Governor's executive budget. 6
BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does7
hereby urge and request the Governor to cancel his request to take any monies from the New8
Orleans Exhibition Hall Authority and instead promote more responsible methods of funding9
state government through stable, reoccurring funding sources.10
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the11
Governor of the State of Louisiana, the Honorable Bobby Jindal.12
