SENATE RESOLUTION NO. 7
BY SENATORS PEACOCK AND TARVER 
COMMENDATIONS.  Commends Judge Carl E. Stewart of Shreveport, Louisiana, on
becoming Chief Judge of the United States Court of Appeals of the Fifth Circuit Court of
Appeals.
A RESOLUTION1
To commend and congratulate Judge Carl E. Stewart of the United States Court of Appeals2
for the Fifth Circuit on becoming Chief Judge.3
WHEREAS, on October 1, 2012, Judge Carl E. Stewart of Shreveport, Louisiana,4
became the Chief Judge of the United States Court of Appeals for the Fifth Circuit, which5
hears appeals from federal courts in Louisiana, Texas, and Mississippi; and6
WHEREAS, Judge Stewart's elevation marks the second time the chief judge position7
has been filled by a Shreveport resident; and8
WHEREAS, he was educated in the following public schools: West Shreveport9
Elementary (1st–5th), Central Elementary (6th), J.S. Clark Junior High (7th–9th), and10
Booker T. Washington High (10th–12th); and11
WHEREAS, Judge Stewart received his undergraduate degree magna cum laude12
from Dillard University in 1971 and his Juris Doctor from Loyola University New Orleans13
School of Law in 1974; and14
WHEREAS, immediately following admission to the Louisiana Bar Association in15
October 1974, he entered the United States Army, duty stationed at Fort Sam Houston in San16
Antonio, Texas, and served as a captain in the Judge Advocate General Corps until October17

WHEREAS, following his military service, Judge Stewart served as a staff attorney1
with the Louisiana Attorney General's Office–Shreveport Division; Assistant United States2
Attorney for the Western District of Louisiana–Shreveport Office; Special Assistant City of3
Shreveport and District Attorney for Caddo Parish; and private practitioner in Caddo Parish;4
and5
WHEREAS, in 1985, he was elected a District Judge for the First Judicial District6
Court of Caddo Parish and was reelected without opposition five years later; and7
WHEREAS, in 1991, again without opposition, he was elected to the Louisiana8
Second Circuit Court of Appeal; and9
WHEREAS, President William J. Clinton appointed Judge Stewart as United States10
Circuit Judge on May 9, 1994; and11
WHEREAS, Judge Stewart is the second African American appointed to the Fifth12
Circuit; and13
WHEREAS, Judge Stewart became the first African American to serve as Chief14
Judge of the Fifth Circuit; and 15
WHEREAS, Judge Stewart is National Vice President of the American Inns of Court16
Foundation and a member of the national, federal, Louisiana, and Shreveport Bar17
Associations, and the Federal Judges Association; and18
WHEREAS, he is the immediate past chair of the advisory committee on the Federal19
Rules of Appellate Procedure of the Judicial Conference of the United States, a post to which20
he was appointed by Chief Justice of the United States William H. Rehnquist and later21
extended by Chief Justice John G. Roberts Jr.; and22
WHEREAS, he has served as a member of the Fifth Circuit Judicial Council and for23
seven years chaired its Space and Staffing Committee, which oversees resources for federal24
building construction; and25
WHEREAS, as Chief Judge of the Circuit, Judge Stewart will sit on the Judicial26
Conference of the United States, which establishes policies for federal courts nationwide.27
THEREFORE, BE IT RESOLVED by the Senate of the Legislature of Louisiana28
hereby extends congratulations and commendations to Judge Carl E. Stewart of the United29
States Court of Appeals for the Fifth Circuit on becoming Chief Judge.30 SR NO. 7

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Judge1
Carl E. Stewart.2
