SENATE RESOLUTION NO. 92
BY SENATOR BROWN 
ECONOMIC DEVELOPMENT. Directs the secretary of the Department of Economic
Development and the executive director of the Louisiana Workforce Commission to provide
contractual and employment information relative to business and employers pursuant to the
Gulf Opportunity Zone and Quality Jobs Programs and to report the information to the
Senate Local and Municipal Affairs Committee.
A RESOLUTION1
To authorize and direct the secretary of the Department of Economic Development and the2
executive director of the Louisiana Workforce Commission to provide contractual3
and employment information relative to businesses and employers pursuant to the4
Gulf Opportunity Zone and Quality Jobs Programs for the past three years.5
WHEREAS, economic incentive contract programs provide tax relief and grants to6
businesses in order to develop businesses; and7
WHEREAS, such tax relief and grants divert much needed funds from valuable8
services performed for local governments, communities and entities, especially when the9
loss of local revenue has a substantial impact on local governments balancing their budgets;10
and 11
WHEREAS, recent reports have shown that sometimes there is a lack of sufficient12
management controls over economic incentive contracts and that the data provided in order13
to receive credits, refunds, and rebates are sometimes incomplete and inaccurate and contain14
employee data that is not consistent with program requirements; and15
WHEREAS, the Quality Jobs Program and the Gulf Opportunity Zone Program are16
major incentive programs; and17
WHEREAS, many incentive agreements with the state have not produced a18 SR NO. 92

significant number of contracts, jobs nor the projected revenue anticipated for local citizens1
and municipalities.2
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana3
does direct the secretary of the Department of Economic Development and the executive4
director of the Louisiana Workforce Commission to provide contractual and employment5
information relative to businesses and employers pursuant to the Gulf Opportunity Zone and6
Quality Jobs Programs for the past three years; including but not limited to data outlining7
details of ongoing revenue, contracts and jobs.8
BE IT FURTHER RESOLVED that the secretary of the Department of Economic9
Development and the executive director of the Louisiana Workforce Commission report the10
information to the Senate Local and Municipal Affairs Committee.11
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the12
secretary of the Department of Economic Development and the executive director of the13
Louisiana Workforce Commission.14
