SENATE RESOLUTION NO. 92
BY SENATORS BROWN, DORSEY-COL OMB, PERRY AND PETERSON 
A RESOLUTION
To authorize and direct the secretary of the Department of Economic Development and the
executive director of the Louisiana Workforce Commission to provide contractual
and employment information relative to businesses and employers pursuant to the
Gulf Opportunity Zone and Quality Jobs Programs for the past three years.
WHEREAS, economic incentive contract programs provide tax relief and grants to
businesses in order to develop businesses; and
WHEREAS, such tax relief and grants divert much needed funds from valuable
services performed for local governments, communities, and entities, especially when the
loss of local revenue has a substantial impact on local governments balancing their budgets.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does direct the secretary of the Department of Economic Development and the executive
director of the Louisiana Workforce Commission to provide contractual and employment
information for the past three years relative to businesses and employers within the
Southeast Louisiana Economic Development Region which have five hundred million
dollars or more in capital investment and have utilized both the Gulf Opportunity Zone and
Quality Jobs Programs; including but not limited to data outlining details of ongoing
revenue, contracts and jobs.
BE IT FURTHER RESOLVED that the secretary of the Department of Economic
Development and the executive director of the Louisiana Workforce Commission report the
information to the Senate Local and Municipal Affairs Committee prior to the 2014 Regular
Session.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Economic Development and the executive director of the
Louisiana Workforce Commission.
