SENATE STUDY REQUEST NO. 1
BY SENATOR MORRELL 
VIDEO POKER. Requests Senate Judiciary B to study the viability of authorizing online
video poker at licensed establishments.
A STUDY REQUEST1
To request the Senate Committee on Judiciary B to study the viability of authorizing online2
video poker at licensed establishments.3
WHEREAS, online websites offering video poker have raised both consumer4
protection and enforcement concerns for over a decade; and5
WHEREAS, millions of Americans play online poker regularly, yet there is no6
regulatory structure to ensure the games are fair or that operators are screening underage7
players; and8
WHEREAS, the annual internet gaming market is estimated to be between $4 and9
$6 billion; and10
WHEREAS, at a time when revenue is limited, even though the player may be11
playing from a computer located in Louisiana, our state government does not collect any12
revenue from this multibillion dollar online poker industry. 13
THEREFORE, the Senate of the Legislature of Louisiana requests that the Senate14
Committee on Judiciary B to study the feasibility of authorizing online video poker at15
currently licensed establishments.16 SSR NO. 1
