PROPERTY/ABANDONED:  Authorizes the city of New Orleans to sell blighted property
in the Lower Ninth Ward for a fixed price
AN ACT1
To enact Chapter 13-A of Title 33 of the Louisiana Revised Statutes of 1950, to be2
comprised of R.S. 33.4720.11, relative to the city of New Orleans; to authorize the3
city to sell certain abandoned property in the lower ninth ward; to provide for the4
duration of the authorization; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. This Act shall be known as the "Lower Ninth Ward Redevelopment Act."7
Section 2. Chapter 13-A of Title 33 of the Louisiana Revised Statutes of 1950,8
comprised of R.S. 33:4720.11, is hereby enacted to read as follows: 9
CHAPTER 13-A. SALE OF ABANDONED PROPERTY10
ยง4720.11.  Sale of abandoned property in the Lower Ninth Ward11
A.(1) Pursuant to Article VII, Section 14(B)(13) of the Constitution of12
Louisiana, the city of New Orleans may sell property in the Lower Ninth Ward for13
one hundred dollars per abandoned parcel.14
(2)  "Abandoned parcel" as referred to in this Section means an immovable15
property that has been adjudicated to the city for nonpayment of taxes or which has16
been acquired by the city for nonpayment of taxes or other reasons which property17
is vacant or not lawfully occupied and which can be used presently for housing or18

B. Provisions of this Section cease to be effective ten years after the effective1
date of this Section.2
Section 3. This Act shall take effect and become operative if and when the Act3
which originated as House Bill No. 489 of this 2014 Regular Session of the Legislature is4
enacted and becomes effective.5

Abstract: Authorizes the city of New Orleans to sell abandoned or blighted property in the
Lower Ninth Ward for $100 per parcel. 
Proposed law authorizes the city of New Orleans to sell abandoned parcels that is situated
in the Lower Ninth Ward, to private owners or entities for $100 per parcel. Defines
abandoned parcels as means an immovable property that has been adjudicated to a political
subdivision for nonpayment of taxes or which has been acquired by a political subdivision
for nonpayment of taxes or by other means which property is vacant or not lawfully
occupied and which can be used presently for housing or can be revitalized for housing.
Proposed law is only effective upon the passage and enactment of H.B. No. 489 of the 2014
R.S.
