Regular Session, 2014 HOUSE BILL NO. 1068 BY REPRESENTATIVE SMITH SEX EDUCATION: Requires certain state agencies to meet biannually to discuss and make recommendations in an effort to reduce teen pregnancy and sexually transmitted diseases AN ACT1 To enact Chapter 42 of Title 46 of the Louisiana Revised Statutes of 1950, to be comprised2 of R.S. 46:2551 through 2553, relative to sex education programs; to provide for3 legislative findings; to require certain agencies to meet and review state programs4 aimed at reducing teen pregnancy and preventing the spread of sexually transmitted5 diseases; to require the agencies to review available programs aimed at reducing teen6 pregnancy and preventing the spread of sexually transmitted diseases; to require a7 written report to the legislature; and to provide for related matters.8 Be it enacted by the Legislature of Louisiana:9 Section 1. Chapter 42 of Title 46 of the Louisiana Revised Statutes of 1950,10 comprised of R.S. 46:2551 through 2553, is hereby enacted to read as follows:11 CHAPTER 42. AGENCY COOPERATI ON IN PREVENTION OF TEEN12 PREGNANCY AND SEXUALLY TRANSMI TTED DISEASES13 §2551. Declaration of purpose14 A. (2) It is imperative to reduce the rate of teen pregnancies and prevent the1 spread of HIV and other sexually transmitted diseases among the youth of Louisiana2 in order to build stronger families and a healthier future for Louisiana.3 (3) In order to improve the lives of Louisiana families and ensure a better4 future for youth of Louisiana, it is imperative for state agencies to collaborate to5 create a comprehensive strategy to reduce the rate of teen pregnancies and prevent6 the spread of HIV and other sexually transmitted diseases among the youth of7 Louisiana.8 §2552. Prevention of teen pregnancy and sexually transmitted diseases; agency9 cooperation10 A. The state superintendent of education, the secretary of the Department of11 Children and Family Services, and the secretary of the Department of Health and12 Hospitals shall meet together not less than twice annually to review and evaluate the13 effectiveness of current state programs, including but not limited to sex education14 provided by public schools, aimed at reducing the rate of teen pregnancy and15 preventing the spread of HIV and other sexually transmitted diseases among the16 youth of Louisiana.17 B. The state superintendent of education, the secretary of the Department of18 Children and Family Services, and the secretary of the Department of Health and19 Hospitals shall review and evaluate any programs that are available for20 implementation in Louisiana to educate the youth of Louisiana about the importance21 of preventing teen pregnancy and the spread of HIV and other sexually transmitted22 diseases by providing culturally competent education and outreach.23 §2553.
